Southern Water is seeking to establish a long-term service relationship with a facilities management provider with a strong customer focus who will deliver transformation in the efficiency, effectiveness and value for money of the facilities management services and supply chain across the estates portfolio. It is essential that bidders not only have the capability to deliver core FM services but in addition understand the vision and objectives of Southern Water and deliver truly transformational services that will help to create inspirational and secure working environments and resilient infrastructure across the estate. It is fundamental that the bidder offers ‘added-value’ as part of the contract such as initiatives related to performance and outcome linked incentive mechanism, data optimisation, insights, etc. This is a competitive dialogue procedure being conducted under the Utilities Contracts Regulations 2016. Southern Water (SW) requires a contractor to deliver the Integrated Facilities Management (IFM) Services. SW is following the competitive dialogue procedure for the procurement of IFM Services as this procedure will allow to develop solutions with bidders in advance of the submission of tender. Client is seeking to establish a long-term service relationship with a facilities management contractor with a strong customer focus who will deliver a transformation in the efficiency, effectiveness and value for money of the facilities management services and supply chain across all estates portfolio. Southern Water is expected to enter into a long term relationship with the right IFM partner who can: — deliver Southern Water’s objectives for FM improvement supporting the delivery of the client’s Water for Life strategy for AMP 7 through alignment to the 5 transformational programmes (further information related to Southern Water’s Business Plan can be found following the link: https://www.southernwater.co.uk/our-story/our-plans-2020-25/our-business-plan-2020-25) — is focused on customer care; — support Southern Water in the transformation journey (expected to bring expertise in transition, process, asset management and a track record in delivering efficiency benefits); — deliver efficiency, effectiveness and value for money of the facilities management services and supply chain across the estate, accounting for Southern water’s mission and values. Currently, the FM services are provided through a blend of in-house, bundle soft, security maintenance and multiple (circa 60) outsourced for building maintenance and minor civil/small works projects. The form of contract to be used will be the NEC4 term service contract with its schedules and Z clauses. Required services will include: business continuity management, health and safety management, CAFM, helpdesk, maintenance, environmental and energy management, cleaning, security, reception and customer services, meeting and conference room, catering, grounds maintenance, pest control, waste management, business support services,car park management, travel management, car park management, FM projects, FM management and administration and management of third party FM contracts.
