Summary of the work 2 FTEs are required to set up the Joint Electromagnetic Activities Design and Innovation (JEDI) Centre at the Joint Electronic Warfare Operational Support Centre, RAF Waddington. Subject Matter Expertise required in Intelligence Mission Data and air, maritime and land mission dependent data development and delivery. Expected Contract Length Initial 4 month period to 31/03/2020, with options to extend to a total duration of up to 2 years. Latest start date Monday 2 December 2019 Budget Range The maximum budget for the initial 4-month period is £160,000 excluding VAT. This budget is to cover all expenses including approved travel and subsistence within the UK, and also includes 1 trip for 2 persons to a US agency. All travel and subsistence shall be in accordance with the Authority's Travel and Subsistence Policy and will be subject to prior authorisation by the Director JEWOSC. Travel to the Base Location (Lincolnshire) is to be included in any day rates offered. Why the Work is Being Done The purpose of the Joint Electromagnetic Design and Innovation Centre (JEDI) is to bring a coherent and efficient enterprise approach to the growing collection of Defence and Defence Export platforms that require Intelligence Mission Data (IMD) support and services. JEDI will need to be formed from Subject Matter Experts in this field, who will be charged with providing expert advice and world-leading support to Defence policy makers, project teams and manufacturers, in the development of digital age military capability. Problem to Be Solved To arrest the current trend towards duplication of facilities across the UK Defence Front Line Commands and improve the exploitation of recorded data. This will in turn, optimise the operational performance and survivability of the Joint Force, improve partner relations, and increase the competitiveness of Defence Exports. Who Are the Users The users are: FLC Capability leads, Delivery Teams and Industry. They will be able to 'reach in' to JEDI Centre for World-leading expert support in the development of digital age military capability, so that recorded data exploitation is fully optimised. Improved exploitation of recorded data will enhance user capability in optimising operational performance and survivability of the Joint Force, and the competitiveness of Defence Exports will be increased. Work Already Done An internal military study proposed Mission Data for Information Advantage which recommended the creation of the JEDI Centre. Existing Team There are no current incumbents undertaking the JEDI Centre role. The Authority expectation is that the JEDI Team (of 2 FTE initially) will be working within the JEWOSC at RAF Waddington. Subject to approval, the team may potentially be authorised to work in an approved off-site facility. The wider team within the JEWOSC comprises a team of MOD civil servants and military personnel, supported by a number of industry partners. Current Phase Beta Skills & Experience • Subject Matter Expert in Intelligence Mission Data • Full and deep understanding of Mission Data Cycle • Detailed technical understanding of all EW-equipped platforms in UK Defence • Full and deep understanding of UK mission data production at: JEWOSC, MSC and ACURL, including knowledge of current and emerging software and tooling • Detailed knowledge of wider EW related Defence issues, policy and strategies • Excellent presentational skills; self motivated, able to work with minimal supervision yet meet all desired outcomes in a timely fashion • NIGHTHAWK software experience Nice to Haves • Previous experience in Defence Intelligence. • Previous experience in the Joint CEMA Group. Work Location Principally at the JEWOSC, RAF Waddington, LINCOLN, LN5 9WA, with potential to work in the local vicinity (subject to approval) at an agreed List X location. Travel to other UK and overseas locations may be required. Working Arrangments The Team will work directly for Director JEWOSC, 5-days per week. UK and international travel will be required to engage with military and industry partners. Travel to the Base Location (Lincolnshire) is to be included in any day rates offered. All remaining UK and overseas travel and subsistence shall be in accordance with the Authority's Travel and Subsistence Policy and will be subject to prior authorisation by the Director JEWOSC. The £160k maximum budget for this requirement includes 1 trip for 2 persons to a US agency. Security Clearance UKNSV DV and the ability to gain and maintain STRAP clearance is essential by contract commencement, and is to remain current throughout the contract term. Suppliers who are selected for further evaluation are to discuss any support required with the buyer organisation to facilitate clearances by contract start. Additional T&Cs The IR35 intermediaries legislation does not apply to this requirement (work is out of scope for IR35). DEFCON 658 shall apply to the contract and compliance with Cyber Risk requirement by contract award. Payment via the MOD CP&F electronic payment system (via contractor interface Exostar) shall be a mandatory requirement. This requirement shall be subject DEFCON 659A and a Security Aspects Letter. Authority for travel outside of that covered within the day rate to the base location shall be in accordance with the MOD Travel and Subsistence policy and rates, and shall require prior approval by the Director JEWOSC. Subject Matter Experts to form the JEDI Team do not need to originate from a single organisation; the Team could be formed from multiple organisations working collaboratively. 2. Given the response to the above question (Question 1) are you happy to receive responses outlining skills/suitability of one individual rather than 2? The Buyer is obliged under the Framework to evaluate the Digital Outcomes supplier responses under the published criteria to fulfil the whole requirement.
