Tender description
Network Rail (NR) requires a long term strategic TM partner to work collaboratively with the London North Eastern (LNE) and East Midlands (EM) Route, and the London North Western (LNW) Route to achieve their long term strategic vision for Traffic Management. This PIN announces an open market engagement and provides information on the future procurement of the Traffic Management Partner (TMP) for LNE and EM Route, and the LNW Route. The expected launch date for the procurement exercise is April, 2019. The procurement will be run using the negotiated procedure. It is envisaged that NR will procure a single framework supplier for each of the following lots: Lot 1: LNE and EM Route, comprising the geographical area controlled from York Railway Operating Centres (ROC) with an option to also include Derby ROC control area; and Lot 2: LNW route, controlled from the Manchester ROC. This lot will establish a framework for NR to call-off traffic management solution(s) for the London North Eastern and East Midlands Route. A maximum of one supplier is intended to be appointed to the framework. The TM solution delivered as part of this lot will need to technically integrate with adjacent systems between Lot 1 and Lot 2 and other TM systems (full scope of interfaces and boundaries will be provided within the procurement documentation). The indicative value of this Lot is ranging from 36 000 000 GBP to 108 000 000 GBP, and may vary depending on the scope of the services that is actually called-off during the life of the framework. This is one of three opportunities currently being undertaken in the London North Eastern and East Midlands Route, comprising: 1) Train Control Partner (TCP) (OJEU ref: 2018/S 150-345573); 2) Railway System Integration Partner (RSIP (OJEU ref: 2018/S 222-508931); 3) and the Traffic Management Partner (TMP). This lot will establish a Framework for NR to call-off traffic management solution for the Manchester ROC control area of LNW Route. A maximum of one supplier is intended to be appointed to the Framework. The TM solution delivered as part of this lot will need to technically integrate with an adjacent (boundary) system between Lot 1 and Lot 2 in the middle of the Pennines and other TM systems (full scope of interfaces and boundaries will be provided within the procurement documentation). The indicative value of the Lot is ranging from 36 000 000 GBP to 72 000 000 GBP, and may vary depending on the scope of the services that is actually called-off during the life of the framework.
