Summary of the work 1. Conduct an audit of current data management maturity level highlighting related risks and issues 2. Identify high-level requirements/opportunities for improved data management considering transformation goals 3. Produce a proposal of (governance, process, technology, information) improvements/mitigations to meet NICE’s needs 4. To clarify for NICE the impact of not having a centrally-owned data management strategy and to outline realistic improvements or mitigation. 2. To support NICE in understanding the value of having a data management strategy that will facilitate achieving future goals and aspirations 3. To identify the technical, people, process, information barriers to forming a single cohesive strategy for data management 4. To support NICE in making better use of data by recognising the constraints, risks, issues and impact of our current level of data management The work must be completed by 31 March 2019 Problem to Be Solved Lack of data management strategy is preventing NICE from effectively sharing information internally and externally. Inconsistent language is used to describe NICE’s core business entities which is confusing for stakeholders and internally, NICE's ability to share accurate planning data and meet GDPR compliance is potentially constrained. NICE seeks to gain clarity on the impact of the lack of a centrally owned data management strategy and identification of realistic improvements and mitigations. Will doing this initial audit preclude a supplier from bidding on any further related work later on? No, suppliers will be able to bid on any future work relating to this procurement 2. Approximately how many stakeholders would need to be consulted as part of the health check? Are they all split between your London and Manchester offices or are there any other locations that may need to be visited? We would expect to be guided by the supplier in terms of exactly the kind of person they would want to talk to. As a rough estimate approx. 20 - 40 people. Most of those will be based in Manchester but they are split across both our Manchester and London sites. 3. The summary section refers to a consideration of transformation goals. Are NICE transformation goals set out explicitly and are they published/ able to be shared? We are currently reviewing our transformation goals and so they aren't yet published. Essentially this point refers to our aim to make better use of data to drive improvements to our products and to ensure we work as efficiently as possible. 4. Can you give a brief description about current form of data – for example, is it stored across multiple online/offline systems, technical stack used, type and typical size of data as they are many and varied. We have data in several different systems ranging from spreadsheets, MS Access Databases to Off the shelf products and bespoke digital systems. There is not a typical type or size of data as the datasets are many and varied. We do not currently work with very large datasets however, much of our data is of the order of Gigabytes. 5. How was this data supplied/captured, what are the main internal and external data sources ? Variable but much of the data is manually captured. Data used to inform or included as part of our products (e.g. guidance, advice, quality standards documents) can be provided to us from NHS Digital, submitted from other stakeholders or extracted from documents and processed as part of our evidence pipeline. Some of the content of our products is itself data which we generate through our guideline development processes. We also have datasets that support our processes such as contacts data, planning data, product catalogues, research registers. Data is typically generated internally either automatically by our systems or manually captured.
