Telemark Hospital, c/o the clinic for mental health and substance abuse intends to enter into a contract for the procurement and maintenance of a system for electronic tools and digital tests for mental health care and substance abuse treatment with the company CheckWare AS. The plan is to introduce this in phases in the clinic of the course of 4 years from 2019 to 2023. Telemark Hospital, c/o the Clinic for mental health and substance abuse, intends to enter into a contract for the procurement and maintenance of a system for electronic tools and a psychometrics instrument for clinical work and research for the mental health care and substance abuse field with the company CheckWare AS. The plan is to introduce this in phases in the clinics of the course of 4 years from 2019 to 2023. The aim of such a system is to ensure that there is always compliance with the current rules for licences and personal information security, as well as to get all measuring and mapping tools that are used in the clinic for mental health and substance abuse digitalised in order to collect and systematise data on the patients' treatment progress. It is of vital importance that the supplier offers administration and access to mapping tools that are used in the clinics and are subject to copyright. The supplier must also be able to offer a system for the implementation of self-defined forms. The supplier must apply for rights to new relevant measuring instruments/psychological mapping tools for the mental health care and substance abuse field. The system can be offered as a service that is operated by the tenderer, where the clinic data is stored and secured in Norway in accordance with the applicable security provisions for this type of system. The objective of the procurement of an electronic measuring and mapping tool is to get an available tool for the measurements needed in patient treatment, quality work and research. Routine electronic collection of data from clinical activities will be used to strengthen the patient's own active contribution to their review and treatment, for the management of service development, quality improvement and for research purposes. The expectations to such a mutual platform are i.a. the following benefits for users, professions and service development: Quantitative benefits: — minor manual registration work, — quicker and simpler access to the necessary information in the patient record, — data will be more accessible for patient treatment, management information, reporting and research. Qualitative benefits: — increased personal protection with better control of sensitive information, — increased quality of patient reporting and treatment, — increased degree of patient contribution and self-mastering in treatments, — systematic handling of licences for the system and for the professional measuring tools, — Increased quality of the acquired data. Based on knowledge about the market, there are no other Norwegian suppliers who can deliver an equivalent system concept that fulfils the clinics' needs and requirements. The hospital therefore intends to enter into a contract with CheckWare AS by the end of week 8/2019.
