Tender description

A pre-market engagement questionnaire to support the procurement of an Engineering Management System (EMS) to enable key operations staff to remotely monitor and control railway assets and systems. It will also allow maintenance staff to monitor asset performance and condition from other key operational locations. HS2 Ltd intends to procure a Rail Systems Engineering Management System (EMS). The purpose of the Prior Information Notice ("PIN") is to issue a pre-market engagement questionnaire to understand the level of appetite within the market for the following EMS requirements. Description of the requirements: To ensure a safe and reliable operating environment on the HS2 railway network. The EMS will enable key operations staff to remotely monitor and control railway assets and systems from the NICC (Network Integrated Control Centre). It will also allow maintenance staff to monitor asset performance and condition from other key operational locations. The EMS is expected to provide the following functionality: — monitoring and control of High Voltage (HV) traction and both low voltage (LV) and HV non-traction power systems, — monitoring and control of tunnel systems (including, for example, drainage systems, ventilation, cross passage doors, and lighting), — monitoring and control of lineside systems (e.g. lighting, point heaters, etc.), — analytical tools to process the collated data (real time) and generate and display trend information, raise alarms, predict risks and support failure prevention, — the above monitoring and control facilities must include integrated control centre displays that are ergonomically intelligent so as to allow the efficient management and control of operational assets in logical geographical areas, as well as system/functional grouping, — the EMS will support both normal and degraded modes of operation as well as efficient incident management. It should be noted that the quantity of I/O for the EMS, given the HS2 environment, is expected to be in the order of tens of thousands data points. Given the above functionality the system is expected to have a number of safety-related functions which will require the appropriate Safety Integrity Level (SIL) rating. HS2 currently anticipates the EMS will provide operational monitoring and control via three main elements: 1) Graphical User Interface with integrated, multi-asset control screens; and 2) Data collection, recording, processing and analytics; and 3) Interface to remote field end plant and assets.
