Tender description

Liverpool City Council is recommissioning a range of substance misuse rehabilitation and recovery services. These consist of distinct community and residential services and aim to support service users into a managed process of change that helps build the foundations of a sustainable recovery. Services will provide an asset based approach to reintegrate service users into the local recovery community and wider mainstream society. Also included is abstinent supported housing and a harm reduction supported housing service for women. The Council intends to commission four distinct contracts: Contract 1: community day service; Contract 2: residential rehabilitation service; Contract 3: abstinent accommodation based service/step down from rehabilitation; Contract 4: harm reduction accommodation based service – female only. This contract is for the provision of rehabilitation services within a community setting. The service offers a fully integrated model incorporating elements of pre-treatment, a treatment programme, and continuing support, following completion of treatment, for a minimum period of 12 months. It is not for adults who are still engaged in substance misuse and require detoxification. This contract is for the provision of rehabilitation services in a residential setting for people with substance misuse issues. The service will offer a fully integrated model incorporating elements of pre-engagement, a treatment programme and ongoing support, in a supported housing setting, 24 hours a day, seven days a week, and 365 days a year for a minimum of 30 single people at any one time. This contract is to provide a high quality accommodation based service for people who are in recovery from substance misuse and are abstinent. The service will act as a step down from residential rehabilitation services for some people who require supported housing which is abstinent This contract is to provide a high quality harm reduction, accommodation based service for women. The service will provide support and intensive housing management to women who are currently misusing substances. This service is being commissioned due to an identified gap in services and will complement the wider system.
