CP 1544-18 Contract for the haulage of waste paper

Tender description

The Service under this contract will entail the collection of waste paper from the stockpiles operated by Exeter City Council and the District Councils of Mid-Devon, East-Devon, Teignbridge and North Devon and their subsequent haulage and delivery to the waste processing facilities identified in the contract.The Authority has already undertaken a tendering exercise for the award of a contract for the combined haulage and processing of waste paper. That tendering exercise has identified a preferred service provider for processing of waste paper whose nominated haulier has priced for the haulage element of the combined service provision. However, the Authority wishes to offer the tendering opportunity for the haulage element of the Service provision to a wider haulage market through an independent and separate tendering exercise, which is the subject of this tendering exercise. In the event that this independent and separate tendering exercise results in the price and quality scores achieved by an independent haulier being more than 3 % higher than that achieved by the waste paper processor's nominated haulier, then the haulage provisions of the Service will be awarded to an independent haulier appointed by DCC. Otherwise, the Authority will award the haulage provision of service to the waste paper processor to manage as a haulage subcontract.
