Tender description

Highways England (HE) has a requirement to deliver construction works to maintain, repair and renew the Strategic Road Network (SRN) within HE East Region. Construction Works Framework (CWF) will be made up of a number of different contractors from different specialist areas who will work together to deliver network improvement and maintenance schemes within the East Region. The framework will cover but is not limited to: road lighting and electrical, general civils, technology, landscaping and ecology, road marking and studs, road restraint systems and fencing, drainage and geotechnical, temporary traffic management, structures and structural services, and expansion joints; and any other similar duties. Highways England may also use this framework to deliver works in any other HE operational area as a contingent measure. The length of the contract is 54 months which includes a 6-month mobilisation period. Temporary traffic management. The lot will cover the supply of materials, plant and labour for the following (but not limited to): — mobilisation, — early contractor involvement, — management network occupancy, — community, — contingency, — design installation, maintenance and removal of temporary traffic management, — installation, maintenance and removal of temporary safety barrier systems, — installation, maintenance and removal of temporary speed enforcement systems, — installation, maintenance and removal of temporary CCTV systems, — management of breakdown recovery services, — installation, maintenance and removal of temporary road markings and road studs, — removal of existing road markings and road studs, — principal contractor, — deliver incident response (rapid response). East Area location to include the counties of Bedfordshire, Hertfordshire, Cambridgeshire, Essex, Norfolk, Suffolk. Highways England may also use this framework to deliver works in any other HE operational area as a contingent measure. Road restraint and fencing. The lot covers the following activities (but not limited to): — mobilisation, — early contractor involvement, — management network occupancy, — community, — contingency, — installation and removal of road restraint systems (vehicle and pedestrian), — installation and removal of highway fencing and environmental barrier, — temporary works, — principal contractor, — welfare facilities, — deliver incident response (rapid response), — push tests of existing and new road restraint systems. The lot covers supply of materials, plant and labour for the following (but not limited to): — mobilisation, — early contractor involvement, — management network occupancy, — community, — contingency, — highway road markings, — road studs, — installation and removal of temporary road markings and road studs, — anti-skid systems, — principal contractor, — welfare facilities, — deliver incident response (rapid response). The lot covers the supply of materials, plant and labour to carry out construction and removal activities for the following (but not limited to): — mobilisation, — early contractor involvement, — management network occupancy, — community, — contingency, — ducting, — kerbing, — footways, — modular paving, — brick/block/stonework, — foundations and piling, — retaining walls, — demolition, — earthworks, — temporary works, — non-illuminated traffic signs and posts, — site clearance and landscaping, — asbestos removal (planned), — earthwork stabilisation, — counterfort drains and soil nailing, — ground anchors, — slope netting (rock and soil), — rock slope works including dowels, bolts, scaling, buttressing, dentition, shotcrete, — “innovative” stabilisation techniques, such as electrokinetic osmosis, fibre reinforced soil, soil mixing and the use of geosynthetics to reinforce soil, — principal contractor, — welfare facilities, — deliver incident response (rapid response) traffic signs and posts, — construction and removal of drainage and manhole/catch pits, — renewal or recycling of filter drain material, — renewal and repair of pipes and pipe lining, — renewal of ditches, swales, ponds and any other vegetative treatment systems, — control and disposal of contaminated material, — CCTV surveys, — crack sealing, — pavement joint repair, — jetting and mechanical clearance of drains and soakaways, — installation, removal and renewal of flow control equipment in storm-flow or attenuation systems, and — installation, removal and renewal of any other drainage ancillary items including petrol interceptors. The lot covers the supply of materials, plant and labour for the following (but not limited to): — mobilisation, — early contractor involvement, — management network occupancy, — community, — contingency, — application of painting systems including specialist corrosion protection systems, — installation, maintenance and removal of any temporary works required to ensure a safe method of working in relation to the service provided, — installation of, and repair works to, highway structures waterproofing systems including testing of existing waterproofing systems, — repair of concrete on highway structures including structural concrete works, — bridge repair and strengthening works (structural and non-structural), — installation and commissioning of cathodic protection systems, — installation and commissioning of remote monitoring systems, — installation and repair of bridge parapets, — installation and repair of bridge bearings, — installation of, and repair works to, highway structures expansions joints, — principal contractor, — welfare facilities, — deliver incident response (rapid response).
