A hydrometric cableway is any bank supported aerial conveying system suspended above a waterway. Such systems consist of a winch, pulley and cable system that is supported across a river by 2 metal towers or stanchions; they allow flow and gauging equipment to be traversed across a river so that the Environment Agency can take measurements or water depth and velocity; such measurements are then used to calculate the flow or discharge of the river. The Environment Agency is intending to produce a contract for inspections and servicing of all its cableways installations. all cableways are to be inspected, serviced and load tested annually in accordance with the Provision and Use of Work Equipment Regulations 1998 (PUWER) and BS EN ISO 4375:2014. This contract will cover the whole of the Environment Agency's cableways asset base, spread across England. The Environment Agency is intending to procure a contract for inspections and servicing of its cableways installations. There are 61 cableway sites that require inspection, service and remedial maintenance in the northern region. All cableways are to be inspected, serviced and load tested annually in accordance with the Provision and Use of Work Equipment Regulations 1998 (PUWER) and BS EN ISO 4375:2014. This contract will cover the whole of Environment Agency's cableway asset base, spread across England, split into 3 regional lots (Northern, Midlands, Southern), under a Framework Agreement. The framework is a new procurement approach for the provision of the inspection and service maintenance of cableways, bringing the service requirement together throughout England. In addition, the framework will incorporate the surveying of all English Cableways sites to create an operational manual for each site, and a single asset log for English Cableways. It is proposed that a procurement is conducted via an open procedure in accordance with the Public Contract Regulations 2015 (PCRs) to develop a national framework agreement for a period of 4 years based on an initial placement of 2 years with the option to extend placements for a third and fourth year.
