Tender description

This is a voluntary ex ante transparency (VEAT) notice. Crown Office and Procurator Fiscal Service (COPFS) has awarded a contract to Micro Focus International plc to supply COBAL Server software support. This is to ensure continuous operation of the COPFS case management systems. Micro Focus COBOL is used to run and compile the PROMIS application that enables COPFS to manage and progress cases through the judicial system. It is a business critical software component available only from the stated supplier. Competition is absent as this software can only be procured from Micro Focus. As part of our digital transformation strategy, COPFS is considering plans to strategically move to other solutions, however, this involves significant work and requires alignment with longer-term case management development planning and funding.
