Social work services with accommodation

Tender description

This framework is commissioning for the provision of accommodation and support services for young people aged 16-17 on admission, with the aim of supporting these young people to develop and sustain their capacity to live independently within the community. The procurement for this framework agreement is being conducted in accordance with Regulations 74 to 77, the ‘Light Touch Regime’, LTR. The framework seeks to appoint 10 providers per lot. This open framework will run like a pseudo-framework, in that it will 10 providers will awarded per lot but will be opened and closed as required; to allow for new bidders to join. It is anticipated annually 21 young persons may be placed under the required service provision. Contract value is calculated based on average weekly fee of 750 GBP giving an notional annual framework value of 819 000 GBP, notional framework contract value of 3 276 000 GBP. 2.1) These services will be available to young people aged over 16 and under 18 who are: — currently looked after by Bedford Borough Council, who do not wish to live in foster/residential care or where such a placement is not available for them, — leaving care or eligible for care leavers’ services, — unaccompanied minors, — homeless young people in need of accommodation and support under the Southwark Judgement, and — young people discharged from Police to local authority custody under PACE regulations, pending appearance in Court. Provision of supervised accommodation to young people under the age of 18 years who may not be accommodated in local authority care, but have been arrested or charged in relation to a criminal offence and have been denied Police bail.
