Tender description

Ahead of the construction of the forthcoming A30 to St Austell road there is the requirement to clear clay mining spoil on land currently owned by Imerys. In order to protect Imerys exclusive rights over both the land and the spoil which has economic value the Council can only contract with Imerys for it's removal. The works consist of the following: 1) Removal and disposal of surface vegetation within the red line boundary shown on the enclosed Red Line Boundary drawing. This vegetation may include invasive species including but not limited to Montbretia, Japanese Knotweed, and Rhododendron. These are to be disposed of fully in accordance with the control of invasive species guidance, all roots are to be removed, and an area within 25 m outside of the red line boundary to be treated so as to avoid future re-colonisation; 2) On the Stenalees waste tip remove all material to a profile and level to be supplied by the principal contractor appointed to the St Austell A30 Link Road. The material to be removed to a licenced tip. The structural integrity of the tip is unknown and is adjacent to existing highway and residential areas. Whilst the waste material is anticipated to be mainly overburden from china clay processing, there is a possibility that larger pieces of rock from small stones up to reasonable boulders may be encountered during the excavation. Hard rock, such as the underlying granite bedrock should not be encountered, but if it is no further removal requiring blasting would be required. This equates to approximately 100 000 cu m of material to be removed and transported; 3) On the remaining land within the red line boundary removal of all material to a profile and level to be supplied by the principal contractor appointed to the St Austell A30 Link Road. The material to be removed to a licenced tip. Whilst the waste material is anticipated to be mainly overburden from china clay processing, there is a possibility that larger pieces of rock from small stones up to reasonable sized boulders may be encountered during the excavation. Hard rock, such as the underlying granite bedrock is likely to be encountered, but no further removal requiring blasting would be required as this will be undertaken by the principal contractor. This equates to approximately 150 000 cu m of material to be removed and transported; 4) All of the work required is be undertaken on land owned by Imerys and being operated as part of their china clay working areas. Therefore the work is to be undertaken under the strict control and direction of Imerys and in accordance with the requirements of the mines and quarries regulations. The management of the removal and disposal of the invasive species will be required to be undertaken as a licensed operation to be supervised by officers from Cornwall Council.
