Summary of the work Procurement to create a online interactive platform to summarise the findings of the National Infrastructures Commission's Young Professional's Panel work on 'Generational Shift in Infrastructure.' There may be an option to extend the contract so that the supplier also hosts the website. Expected Contract Length 14 Weeks Latest start date Monday 6 January 2020 Budget Range £30,000 Why the Work is Being Done The output requirement of all work undertaken by the NIC YPP is to support the NIC's aims to be "the UK’s most credible, forward-thinking and influential voice on infrastructure policy and strategy". The production of a novel interactive platform will support those aims by: 1) Producing the content of a report with research and opinions from a broad range of industry young professionals in simple non-technical (and non-jargon) language that is accessible to a broad range of audiences; 2) Being an innovative approach towards knowledge dissemination for the NIC; and, and 3) Broadening the voice of the NIC, its audience and engagement – allowing work to be reviewed across society and by all. The website will need to go live in the w/c 20/04/2020 Problem to Be Solved In the current times, individuals suffer from "information overload" – we receive multiple e-mails, links and material to review. Only a very small proportion of that material is read, even by technical experts in their specific field of knowledge. Of key importance therefore to the YPP is engagement to the "new generation", by getting engagement on the topic of infrastructure and allowing a communicative dialogue that effects a new conversation regarding infrastructure and what it means in society. If the YPP were to produce a written report as a result of its months of research, it would (a) be entirely contrary to the output of that research and the way it should "read" to the public; and (b) would not be read by those the report is – in part – trying to reach. The YPP exists as a new and complementary voice to the NIC to express views regarding infrastructure and its importance in the UK. Offering a new and different platform on which to voice and express technical concepts ensures a wider public audience and benefit. Who Are the Users As a visitor to the platform I need to explore the findings of the YPP's work, so that I can understand the findings of their research. Early Market Engagement None Existing Team The NIC's Young Professionals Panel is made up of 16 professionals from across the industry to provide a fresh view on the NIC's work. The YPP have created the content for the interactive platform. Current Phase Not started Skills & Experience • Experience of delivering public facing websites, preferably with the specified target audiences • Visual content production experience, preferably with relevance to the scope • Copywriting and graphic design capability and use of stock images • User centered design experience. Must have experience in delivering at least three similar projects Work Location Supplier to work within own location. The platform has two key target audiences:1. millennials and Generation Z who are the least represented in infrastructure debates, and 2. infrastructure professionals /decision makers. Experience in engaging with both these audiences is preferred. 2. Is there a technology limitation when creating this, i.e. do you have preference based on what is currently being used? No technological limitation. The website should be displayable on all types of browsing devices.
