Summary of the work The Architect Owner Architect owner for mission critical systems Guiding the creation and evolution of the software architecture in HMPO Collaborating with Digital Data and Technology to ensure our system architecture meets Home Office standards Championing best practices and assuring alignment with these across digital portfolio Specialist role Technical Architect Expected Contract Length 3 days per week. 12 months initially, then up to a further 12 months depending on business needs. Latest start date Monday 6 January 2020 Who Speclialist Work With They will work as part of a Technical Design Authority who are responsible for specific domains. They will need to collaborate closely with delivery teams and business stakeholders across the enterprise in a multi-supplier environment. HMPO is moving from a large outsourced SI arrangement to an in-house, largely cloud based and open source based solutions delivered iteratively. What Specialists Work On 1. Architect owner for a mission critical orchestration system 2. Owning improvements to or our Digital Customer Service capability 3. Collaborating with Digital Data and Technology on the delivery of technology strategies 4. Championing best practices and assuring alignment with these across digital portfolio Skills & Experience • 1 - Have in-depth experience of defining and implementing target architectures and roadmaps for Mission critical legacy transformation projects in large scale organisations • 2 - In depth experience agile environments, continual delivery techniques and dev-ops culture • 3 - Have in depth experience of cloud architectures, microservice architecture and best practices, especially for deployment • 4 – Have extensive experience of using AWS environments and services (both native AWS and non-native AWS) • 5 - Strong provable development background (5+ years), must include Java and Node.JS and associated technologies Nice to Haves • 1. Experience of HMPO systems or similar scale government systems • 2. Experience of GDS best practices Work Location London Working Arrangments The arrangement is for 3 days per week Typically on-site with wider team and clients in an Agile environment. Some site visits. Use of Confluence, Jira and Ardoq are the tools used to track progress against deliverables We work in an engaging and collaborative environment where outputs require teams to own deliverables Security Clearance SC Clearance is required. Is there an incumbent in post? There is an incumbent in post. HMPO is unable to advise if the incumbent will be submitting a bid. The incumbent may submit a bid should they so wish. The evaluation process will be fair and in line with policy. 2. What is the IR35 status? We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis. 3. What is the Maximum day rate for this role? The maximum day rate has been left blank intentionally, we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements. 4. Regarding Security Clearance – will a candidate who already has SC (current or lapsed) be given preference over a non SC candidate.Can the candidate start the role and gain SC in due course? The evaluation process will fair and in line with policy and will be the same for ALL Candidates. No preference will be given to candidates who already hold valid or lapsed Home Office SC Clearance. The specialist will be required to have SC Clearance before they can start the role. HM Passport Office will support the clearance process. 5. The 3 days working on-site, will they be set days each week, or does the specialist need to be flexible. These 3 days to be working on-site will be agreed by both parties. We plan to conduct interviews for this role in the Week Commencing 6th of January 2020. 9. When do you plan on assessing this role for IR35 status? The IR35 assessment will be completed once the successful candidate has been identified and accepted the role.
