Carer Emergency Scheme - Market Sounding Exercise Round 2 THIS IS NOT A TENDER OPPORTUNITY. This Market Sounding Exercise (MSE) is not an invitation to tender or a request for formal expressions of interest. The council, as contracting authority, is issuing this request for information only, in order to assess the reaction of the market and thus make any potential procurement process more focused and efficient. The MSE concerns the market as a whole, rather than the merits of individual organisations. Leeds City Council are running a second Market Sounding Exercise based on the existing Carers Emergency Scheme where both coordination of the scheme, and the delivery of emergency care, are all undertaken by the same organisation. Leeds City Council intends to procure a suitably qualified and experienced organisation to deliver emergency care in the event that a carer is temporarily unable to provide the care they normally provide, and where there are no family members or friends who can step in and take over the caring role.
