Tender description

Portsmouth City Council (the Council) is seeking to create a concession solution (CS) from which it can award contracts for advertising in the city. The CS will be split into 7 lots and suppliers can apply for multiple lots. The CS will be open for an initial period of 10 years extendable up to 15 years. The council has an ongoing requirement to create or upgrade advertising infrastructure (digital and non-digital) and aims to upgrade existing non-digital advertising infrastructure in the city on Council land. Through this process the Council is also seeking to source a concessionaire to generate advertising income from opportunities presented by the council's own website. Application is via submission of a supplier selection questionnaire. The initial qualification of the 7 lots will be phased so as to manage the CS creation process, the evaluation process will commence from 6.1.2020. The CS may also be accessed via other local authorities named in Section II.2). The Council is seeking to admit a number of advertising suppliers onto a concession solution (CS) from which it can award contracts for advertising. Suppliers can apply to join the CS at any point during its lifetime and it will be run as a completely electronic process. Lot 1a under the CS is for large format digital advertising, examples include; — 48 and 96 sheet back-lit billboards, — special displays (e.g. landmark sites, digital and Mega 6 displays). The CS will follow a 2-stage process. In the initial setup stage, all candidates who meet the selection criteria and are not excluded will be admitted to the CS. The council will not impose any limit on the number of candidates that may join the CS. The second stage in the procedure is the mini-competition and direct award options used for the award of call-off contracts. All mini-competitions will be administered via the issuing authority's e-sourcing system. For individual sites (whether new or existing) the award criteria will be published at the time of the opportunity and will reflect the specifics of the site in question. Generally award criteria will be expressed in terms of a mix of income to the Council and quality elements. Details of the time limit for return of submissions for each site will be provided at each mini-competition however it is anticipated that this will be no less than 30 days. In addition to the mini-competition option, suppliers on the CS will have the ability to propose new sites which may be directly awarded subject to meeting the direct award pre-set criteria. Suppliers are invited to contact the council at any time to discuss proposals in relation to Portsmouth City Council land on a confidential basis with relevant Council officers prior to submitting the information below in order to obtain a pre-application steer on the acceptability of their proposal, specifically in respect to planning and/or advertising consent. Suppliers must submit a proposal for the new site which must include but not be limited to: — details of location(s), — description of advertising solution, — images of the proposed solution, — annual rental income, — percentage revenue share, — details of free advertising space and voids, — planned maintenance information, — response times for unplanned maintenance and repairs, — any other benefits including social value. Direct award pre-set criteria: — the rental value offered for the site is deemed acceptable by the Council, — the quality and design of the site is approved, — an assurance that the planning and/or advertising consent is submitted within 3 months of the award, subject to a lease or license arrangement being put in place, — an assurance that the build will proceed within 6 months of the grant of appropriate consents, — that planning consent is supported in principle at the pre-application stage.
