Tender description

The contract will result in Torbay Council transferring the Torbay Young Carers Service and the Torbay Youth Service to the Torbay Youth Trust. Contract term 1.1.2020 to 31.12.2022, after which any future contract will be subject to a competitive tendering process. The contract will result in Torbay Council transferring the Torbay Young Carers Service and the Torbay Youth Service to the Torbay Youth Trust. Under the contract in relation to the Young Carers Service the Youth Trust will deliver against the statutory duties of the local authority as outlined by the following legislation: — the Children and Families Act 2014, — the Care Act 2014, — the Care and Support (eligibility criteria) Regulations 2014, — the Young Carers Regulations 2015, — the Care and Support (assessment) Regulations 2014. All delivery will meet the responsibilities outlined in the legislation and be delivered in accordance with best practice guidance and Working Together 2018. Under the contract in relation to the Youth Service the Torbay Youth Trust will provide one to one and group intervention to vulnerable children and young people in need of support at the level of early help as defined in the Torbay safeguarding children board children’s services threshold document. The Youth Service will also provide targeted support through the delivery of the children in Care Council and the LGBTQ group and deliver support and interventions in relation to sexual health and healthy relationships for young people between the ages of 13 and 19 years. Both the Youth Service and Young Carers Service will work with key partner agencies to identify, develop and deliver responses and interventions to meet the needs of children and young people in Torbay and be part of key delivery processes and pathways including but not limited to safeguarding and early help pathways, the targeted help panel and team around the family process.
