Summary of the work For the Windows10/Office Upgrade Project: - Delivery, design and integration of all client related elements. - Testing, defect management, project reporting for all applications and client configurations - Documentation and build scripts to support all applications and configurations - Knowledge transfer/training to DVLA support staff to allow transition into support Specialist role Developer Expected Contract Length 12 months (+ 12 months) Latest start date Monday 25 November 2019 Maximum Day Rate Max £750 day rate (exclusive of VAT and inclusive of any T&S) Early Market Engagement N/A Who Speclialist Work With Specialist will work directly with the End User Compute project team responsible for all elements of the new Windows 10/Office client project. Resources will be required to engage and transfer knowledge and skills to the wider EUC team as well as application and development teams involved in the project. What Specialists Work On The End User Compute team in ITOST have a requirement for 2 skilled Windows 10 Project specialist engineers, required to deliver the Windows 10 and Office upgrade projects. The engineers will be required to work with specialised packagers, software developers and designers to integrate, test, sign off and deploy all elements of a new Windows 10/Office client platform. To be responsible for development and documentation and testing of services as well as SCCM deployment, configuration and bespoke application delivery. Ownership and development across all software and policy areas as well as training and knowledge transfer to DVLA staff. Skills & Experience • Have demonstrable evidence and experience over a period of 3 or more years delivering large scale Windows 10 and Office deployments in a secure government environment. • Have demonstrable evidence and experience over a period of 3 or more years working with SCCM 2012 Task Sequences, software configurations and deployment tasks. • Have demonstrable evidence and experience over a period of 3 or more years working with Power Shell and scripting languages to deliver Windows client and user migrations. • Have demonstrable evidence and experience over a period of 3 or more years working with Active Directory and Group Policy related to Windows 10 client and user migrations. • Have demonstrable evidence over a period of 3 or more years of supporting and reporting on large scale client and user migrations for tracking progress and highlighting risks and delays. • Have demonstrable evidence over a period of 3 or more years of application and acceptance testing, defect reporting and tracking of problems. Nice to Haves • Have demonstrable evidence and experience of SCCM 2007, minimum one example. • Have demonstrable evidence and experience of administrating the incident and change management functions in Service Now, minimum one example. • Have demonstrable evidence and experience of Windows Server, minimum one example. • Have demonstrable evidence and experience of Palo Alto, minimum one example. • Have demonstrable evidence and experience of Office 365 Skills, minimum one example. • Have demonstrable evidence and experience of Microsoft Intune, minimum one example. Work Location DVLA, Morriston, Swansea DVLA, RLDC, Swansea Working Arrangments 5 days per week Security Clearance Due to the nature of the content and configuration SC Clearance is a mandatory requirement which needs to be in place by 25th November 2019. Additional T&Cs We currently see these role as sitting outside of IR35, as the candidates would not hold a fixed office position and will not have direct day-to-day direction or supervision and will only be involved in this high profile project delivery for the duration of the project only. The evaluation panel will be comprised of DVLA staff within the IT Directorate. 2. Could you confirm that this requirement is for x2 W10 specialist engineers? There are currently two requirements for WIN10 Engineering Project Specialist which have been published separately with reference numbers PS/19/170 and PS/19/171. 3. Are you looking for a Windows 10 Engineer or someone that will manage the Engineers (as the Delivery / Project Manager)? This requirement is for a WIN10 Engineering Project Specialist. 4. Is there an incumbent for the role? There is not an incumbent for this role. 5. Can the Authority confirm if they are working with an incumbent supplier? There is not an incumbent supplier for this role. 6. The 2 x developer roles and the 1 x delivery manager role at DVLA could be met via the delivery of a specified outcome with a fixed cost and defined and agreed timeframe at the outset – is it possible to apply for the 3 roles following this approach or do they need to be applied for individually? Please treat all requirements which have been published separately as independent of each other. 7. Will DVLA support SC clearance process? Due to the delivery timescale/criticality of this project DVLA require a specialist that can achieve SC clearance prior to expected start date. 8. Will travel be required for either or both of these developer roles from the main two sites in Swansea to other DVLA sites/locations? If additional travel is required will T&S be paid by the DVLA? The day rate advertised for this role is inclusive of all T&S. 9. Is there flexibility to work from home? There may be scope for home working on occasions with prior approval from the business, however primary location will be Swansea.
