To Prepare Urban Enhancement Scheme for Newport, Co. Tipperary

Tipperary County Council wishes to prepare an urban enhancement scheme for Newport consistent with the Newport Settlement Plan 2017 and develop a pedestrian and cycling movement strategy which will create and enhance existing and new pedestrian and cycling routes across Newport. The purpose of the enhancement scheme is to facilitate and guide co-ordinate improvements to the streetscapes and provide for the enhanced visual quality and amenity provision in Newport including the improvement of approach roads, entrances, streetscape improvements and significant improvements to the quality and usability of existing, new and proposed public amenity areas. The scheme will facilitate and guide the enhanced delivery of quality public domain from both the private and public sectors, create appropriate public areas and, where possible, new public spaces and make use of natural features such as the Mulkear River while enhancing the diversity, distinctiveness and environmental quality of the town. Consistent with the Newport Settlement Plan 2017 the scheme will also develop a sustainable movement strategy for the town, including the development of new pedestrian and cycling routes throughout the town with the goal of increasing and developing the connectivity between the existing residential, commercial, educational and amenity areas. Improvements will be identified in a number of distinct phases and will inform future applications for funding i.e. Rural Regeneration and Development Fund etc for the delivery of each phase. The planning consent and detailed design for each phase will be delivered as separate projects.
