Provision of and maintenance of a Parking Fines Management System (PFMS) including Handheld Data Storage and Transmission Devices

Tender description

Responsibility for enforcing the law relating to illegal parking and stopping of motor vehicles rests with traffic wardens. Traffic Wardens are empowered to issue Fixed Charge fines for these offences. Donegal County Council employs Traffic Wardens to monitor instances of these offences in County Donegal. The locations include car parks and on-street parking in several towns. These fines are issued by the Traffic Warden to the offender by means of affixing a ticket to the vehicle. If they do not pay the fine within a specified time period, the cost of the fine increases, and finally, if the fine remains unpaid, the offender could make a court appearance. This process also includes other elements e.g. issue permits, issue summons, handling appeals, handling payments. Donegal County Council currently operate a Parking Fines Management System (PFMS) system that is used to manage the full lifecycle of Parking Fines including the management of Fixed Charge Notices (FCN), provision of operational and financial management reports, collection of fines and the issue of summonses as outlined above. This public procurement competition relates to Supply and Maintenance of a Parking Fines Management System (PFMS) including Handheld Data Storage and Transmission Devices. The backend must be compatible with Contracting Authorities existing IT environment.
