Tender description

Lincolnshire County Council is procuring contract(s) for the collection, haulage, processing, handling and sale of dry recyclate materials across the County of Lincolnshire. The procurement will be completed under Regulation 29 (competitive procedure with negotiation). This contract(s) will be for a potential contract period of up to 7 years (5 years plus extension period of up to 2 years). LCC will be holding an information for bidders event on 6.12.2019 (9.00 to 16.00) at the energy for Waste plant, Whisby Way, Lincoln LN6 3QZ, please contact the project team through ProContract to book a place. The client in its capacity as waste disposal authority is seeking a contractor to help manage recyclate waste (dry recyclate materials, or ‘DRM’) collected by the 7 waste collection authorities across Lincolnshire: East Lindsey District Council, West Lindsey District Council, North Kesteven District Council, South Kesteven District Council, City of Lincoln Council, South Holland District Council and Boston Borough Council and taken to 6 collection points in the County: Boston Waste Transfer Station, Gainsborough Waste Transfer Station, Grantham Waste Transfer Station, Louth Transfer Station, Sleaford Waste Transfer Station and South Hykeham Waste Transfer Station. Lot 1 consists of the collection, and haulage of bulked DRM from Boston Waste Transfer Station to a facility for sorting and processing (in the case of mixed DRM) or to be prepared for recycling (in the case of source-separated DRM); and onward transportation and sale to an appropriate end-user. The contractor shall work with the client to maximise the client's recycling rate and to maximise the value of DRM at all stages of its lifecycle, from household consumption and recycling practises to the end-use of DRM. The contractor shall be a source of expertise on DRM and recycling and waste in general, and be able to provide or support training, education and information programmes and shall apply up-to-date technologies and processes to all aspects of the management of DRM throughout the life of the contract. The contractor shall adopt a flexible approach to all aspects of the management of DRM to respond and adapt quickly to any changes to demographics, household practises or waste collection authority or waste disposal authority practises. Contractors may bid for more than one lot, including all lots.
