Tender description

Why the Work is Being Done To ensure that the technical capabilities and technical, regulatory and compliance requirements are satisfied for the real-time exchange of law enforcement and public security information between the UK and European countries. Problem to Be Solved The core application needs modernisation with: ageing technologies to be replaced; system regulatory non-compliances to be resolved; new data search capabilities to be integrated with partner agency systems; and new data sources are to be evaluated for design and development. Who Are the Users Key customer/stakeholders are UK Borders Force, UK Policing and other UK law enforcement and public security agencies. The programme outcomes will improve information exchanges with equivalent agencies in European countries. Early Market Engagement Not applicable Work Already Done The current Programme Team has been working for 18 months. A structured governance process is in place and the programme operates with the active engagement of partner agencies across the Home Office who deploy the systems and solution. The overall technical architecture has been confimred and to-date, core data-search software functionality has been built and tested ahead of further enhancements to the overall application. Existing Team The existing programme team is jointly resourced by the Home Office and a commercial supplier with whom contractual arrangements will come to their close in February 2020. Current Phase Live Work Location Largely based at Bernard Weatherill House, Croydon, with some roles at Hendon Data Centre and occasional work at 2 Marsham Street, Westminster. Working Arrangments General office hours are 9-5, Monday to Friday Security Clearance Supplier personnel will require Home Office SC and NPPV3 security clearance and need to be compliant with BPSS and CTC. Home Office SC clearance must be in place before commencing a role on the Programme. Additional T&Cs not applicable Skills & Experience Resources: availability/mobilisation and flexibility to scale in accordance with need. Covering the required range of technical skills including infrastructure (architect), development, testing, delivery and management skills gained in several markets. Responding with agility and flexibility to changing demands and priorities e.g. from customer needs or own analysis. Service design, transition and support: ability to design and introduce new 'service wraps' as well as manage and support these services within the Home Office’s strategic environment. Systems development, installation and integration: innovate, build on solution designs, successfully manage multiple development and test environments through to integration, testing, relevant acceptances (eg user, operational and accreditation) and deployment. Knowledge of Open Source/proprietary technologies: experience of adopting new/ existing open source solutions /technologies, examples include: Java 8; Docker/Kubernetes; PostgreSQL; Elasticsearch; Goldengate; Oracle RDBMS; WebLogic; Oracle Service Bus; SOAP; OpenStack. Stakeholder engagement and management: Experience of managing internal and external stakeholders in a complex and challenging environment. Knowledge and experience of a range of programme and project management methodologies: proven delivery capability for a number of differing and mixed methodologies e.g. waterfall/Agile, within a large, complex organisation. Experience of aligning business programme delivery planning with the requirements and constraints of customer technical strategy. Proven capability in the development of secure systems: demonstrable experience of security tools and techniques used in delivering Critical National Infrastructure. Working successfully in a challenging and complex public-sector environment. Nice to Haves Demonstrable skills in provision of Project Management Information: project reporting and escalation to ensure immediate and appropriate action is taken. Business change implementation and change management: demonstrate practical experience of working collaboratively across delivery organisations to achieve targeted business outcomes. Ability to self-organise, work to own initiative and with minimal supervision. No. of Suppliers to Evaluate 3 Proposal Criteria Interacting and working effectively with large-scale and autonomous programmes in separate organisations. Working with secure data in law enforcement and public security environments. Ability to create a technical architecture to satisfy requirements mandated across several technical policy environments . Transformation of legacy systems from conventional server-based to cloud platforms. Migration of systems from proprietary technologies to Open Source. Ability to respond quickly and effectively to rapidly evolving technical demands in a fluctuating Client environment. Cultural Fit Criteria Work collaboratively as part of a joint team of Customer staff and other suppliers. Be open, honest and transparent in line with Civil Service Code. Demonstrate a commitment to knowledge sharing and participation in upskilling Customer staff. Have a committed, proactive and ethical approach to work.
