Tender description
Milton Keynes Council (The Authority) is seeking a physical retail network for an ITSO compliant commercial smart ticketing scheme, MKMove. The network will consist of at least 10 Ticket Vending Machines (TVM), to retail smart cards and smart products and at least 90 collection devices for picking up online top ups. These will be installed in key locations on the highway and on bus shelters within boundaries of Milton Keynes. It is likely all devices will be outdoors. The Authority proposes to enter into one contract for an initial 12 month implementation period followed by 5 years maintenance with the successful tenderer. This procurement will make up the retail end of a wider project in smart and integrated ticketing for which the Authority has entered into a framework with Transport for the West Midlands (TFWM) and due to the wider scheme the retail equipment will need to be ready to connect into the wider project and able to work with the existing contractors without any additional development work. Should the framework contractor change at any time in the future the mechanisms for delivery of the scheme will remain the same under the ITSO specification, so the Authority will require tenderers to move across to new contractors without development costs on the Council. ITSO Ltd is a member organisation that developed and manages the ITSO specification and oversees certification. Smart Ticketing Schemes outside of Oyster are required to comply with this specification in the UK. Due to timescales of the scheme, the tenderer must have relevant certification in place from ITSO.
