Tender description

Tenders are invited from suitably qualified consultants to carry out the following assessments for the preparation of the Louth County Development Plan 2021 – 2027. (a) an appropriately scaled Strategic Environmental Assessment for the preparation of the Louth County Development Plan 2021-2027 which complies with the principles and requirements of the SEA Directive 2001/42/EC, European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 as amended by S.I. No. 200 of 2011 (European Communities (Environmental Assessment of Certain Plans and Programmes) (Amendment) Regulations 2011) and S.I. No. 201 of 2011 (Planning and Development (Strategic Environmental Assessment) (Amendment) Regulations 2011) respectively. b) undertake an Appropriate Assessment of the Louth County Development Plan 2021-2027 as may be required under the European Communities (1992) Council Directive 92/43/EEC (the Habitats Directive). The SEA Directive and the Habitats Directive requirements supersede national laws and regulations in the event that conflicts arise. However, national requirements may be more stringent than the Directive requirements, and where this is the case, national requirements must be followed. The Consultant shall make the Planning Department of Louth County Council fully aware of all the requirements set down by the SEA Directive and the Habitats Directive and associated legislation and shall bring potential conflicts to the attention of the Council in early course for an agreed resolution. 1.1 Requirement for Environmental Assessment In accordance with the Planning and Development (Strategic Environmental Assessment) (Amendment) Regulations 2011, there is a statutory requirement for Environmental Assessment and the preparation of an environmental report for Develo
