Summary of the work To provide technical professional services, to include: Planning and supporting ATOS exit Ownership of non-functional requirements Input and refinement of the backlog Design and assurance of code pipelines Design assurance Technical guidance and investigations. Design API resources and microservices. Advice on CRM Integration. Represent CVS at solutions design boards Expected Contract Length Up to 12 months Latest start date Thursday 31 October 2019 Budget Range Experience has shown that a flexible approach to resourcing is required by the project. The competencies required by the project change with the project progress. The supplier will be expected to supply a suitable competency mix derived from a number of individuals. The project currently requires approximately 90 person days per month between Nov 19 and Oct 2020. Therefore the contract forecast is based on the submitted day rates of the suppliers and not fixed price Why the Work is Being Done The CVS project started work in Sep 2018 with the primary investment objectives of:- • Remove the DVSA's reliance on monolithic digital contracts, namely the DVSA's Atos estate, for commercial vehicle testing by Dec 2020 • Transform the testing process with service improvements. Due to the demise of the Digital Partner Framework, The project needs to extend the architectural & technical assurance capability from October 19 to the end of the project. The project is currently forecast to complete in Oct 2020 Problem to Be Solved This is a client-side capability that will provide direction & architectural assurance that the delivery supplier (Deloitte) is working towards the outcomes of the CVS project but to the standards defined by the DVSA Architecture Group & GDS standards. The Technical Architects will be responsible for ensuring the delivery is aligned to current DVSA strategy. Who Are the Users As a Service Owner, I need to be assured that the built tech stack remains compliant with the current architectural strategy of the DVSA and aligned with current project direction. So that opportunities for reuse are maximised and technical debt is minimised wherever possible. Early Market Engagement No previous market engagement has taken place for this outcome Work Already Done The project is currently in-flight Private Beta working to DVSA and GDS standards and dlivering to Kanban Flow Agile methodology. The Mobile Test Capture App is currently in scale up from PSVs to HGVs and elaboration and build of the MyATF functionality is progressing with Microsoft Dynamics being the DVSA's selected enterprise approach. Expenses cannot be claimed for stays connected with attendance at the Garretts Green site. Expenses will be recoverable for authorised attendance at other locations. Are you saying that with regards to "Experience DVSA governance including ARB, SDB, TRG" that if I supplier has not worked with the DVSA, then we are unable to evidence the essential skills please? We have no working experience with the DVSA so are unable to evidence DVSA governance? As the described outcome is primarily assurance of the main digital supplier of an in-flight and time challenged project, it is essential that any incoming supplier can recognise, has experience of and can work within DVSA governance structures. The project is aware of several such suppliers in the marketplace and therefore believe the requirement is proportional to the situation. 2. Do you have a company currently performing this work or one you have a relationship with that is your preferred option? CVS is an in-flight project that has been running in Private Beta since Sep 18. A supplier has been providing these outcomes since that date. The current contract is due to finish at the end of Oct 19 and procurement governance requires the project retender this work. As it is a retender, there is no preferred supplier, all submissions will be treated equally against the requirement to deliver the outcomes while maintain project velocity. 3. Based on statement "The project needs to extend the architectural & technical assurance capability from October 19 to the end of the project." is it correct to assume that there is an incumbent supplier already delivering these services under am existing contract that runs to October 18th / 19th? CVS is an in-flight project that has been running in Private Beta since Sep 18. A supplier has been providing these outcomes since that date.
