Tender description
East London NHS Foundation Trust (ELFT) has been successful in bidding for transformation funding from NHS England that will see us develop these new models of care in Tower Hamlets, Newham, Hackney and the City of London over the next 18 months. In our bid, we badged a sizeable proportion of this funding against the third sector (the exact proportions and totals vary across boroughs). We are keen that this funding is used in such a way that complements existing third sector services; rather than duplicating or replacing existing provision. The NHS Long Term Plan requires Mental Health Trusts to transform their community mental health services in partnership with primary care; local authorities; the voluntary, community and social enterprise sector; and service users, families and carers, to create a new proactive model of community-based mental health care, in line with the new community mental health framework. In summary, the ambition is to create blended teams of health, social care and VCSE staff; working together, and with local communities, to improve the mental and physical health of populations of 30 000 — 50 000. ELFT would like to hear from community, charity, voluntary and social enterprise organisations in Tower Hamlets, Newham and City and Hackney about the best ways for us to mobilise this third sector funding. Some of the principles that we wish to follow are as follows: 1) We want to think and act locally. This means finding a way to flow the funding to a range of community providers; including micro/grass-roots organisations that have local expertise; 2) We want to take a population health management approach. This means using the funding creatively to address the wider determinants of health and well-being in our populations; 3) Services must be co-produced and co-designed with mental health service users and people with lived experience. In order to address health inequalities, this also means reaching out to those groups that are currently under-represented in our services and finding new ways to engage with them; 4) We want the process to be as fair and straightforward as possible. This means finding a way of procuring these services that isn’t too onerous, time-consuming or prohibitive for smaller organisations to follow; 5) We want this funding to give local residents and service users meaningful opportunities and routes into employment. This means paid roles for peer support workers and remuneration for volunteers; 6) We want to offer contracts that will bring stability to the market, and not perpetuate cycles of short-term or unstable funding; 7) We need to be mindful of resources. We want the funding to go towards service delivery, not managing contracts. Is there a way we could achieve these principles without creating a number of small contracts?
