Decontamination equipment

Tender description

The currently provides a sterile services provision to both internal and external stakeholders of The Trust. Due to the age of the existing machinery, the Trust is now writing an internal business case for its replacement, as it is operating outside of its lifecycle, and subsequently at high risk of failing. In addition to this, the location (within the existing footprint of the main acute building, adjacent to the Theatres), is not supporting the utilities and infrastructure capacity required to appropriately run the service to current activity levels, or expand the provision; a core strategic objective for the Trust. Furthermore, with an unavailability of NHS capital to replace the existing equipment, or support a relocation and all associated minor building works, the Trust is interested in understanding whether there is interest in this opportunity from providers who may be willing to provide innovative payment profiles to secure the working capital required. The current machinery in situ, all of which is owned by the Trust, is outlined below: — HSDU —— 5 washer disinfectors (3 years old); 3 porous load sterilisers (17 years old); 3 steam generators (17 years old); 1 ultrasonic bath (5 years old); and 1 reverse osmosis plant (10 years old). — endoscopy —— 4 AERs (washers) – each contains 2 baths (10 years old; 1 drying cabinet (10 years old); 2 air compressors (10 years old); 2 sure store vac pack systems (new 2019); and 1 reverse osmosis plant (new 2019). Our current activity levels are summarised below: — 44 564 cycles across all equipment, per annum, — 20 000 trays processed, per month (on average), — 1 400-1 600 endoscopes processed per month (on average). The Trust is considering a variety of solutions which ensures operational effectiveness and future proofs the requirement for potential growth to the service provision. Some of these options include replacing the existing equipment, like for like. However, the Trust is intending to reconfigure areas of its estate, as there is a need to release space within the main acute building. Therefore, the Trust is considering relocating the service to an offsite, purpose built facility – albeit acknowledging there is no NHS capital that enables the Trust to do this, at this stage. Our current set of requirements from a partner, at this stage, are described below: — the provision of machinery that can carry out all decontamination requirements across the board (AERs, washer disinfectors, sterilisers, steam generators); all stainless steel fixtures and fittings required in a decontamination unit (e.g. sinks, tables, etc); consumables; maintenance; operational support; all inclusive project management (for build); service and testing costs; all built within one unitary charge under the managed service agreement, — one point of contact with one organisation who can either deliver the entire provision themselves or manage their supply chain under subcontracted arrangements to them, — a preference will be for all equipment from one manufacturer – this promotes operational and clinical effectiveness, — the complete project management (start to finish in all aspects – build to service) which will support the purpose built facility to HBN13 standards. This will ensure that adequate capacity is built in for utility and infrastructure and connections to utilities. The Trust is looking to engage with interested parties, in order to further understand the potential strategic options, prior to deciding upon the preferred route to market.
