Tender description
Queen’s wishes to appoint an experienced contractor to implement a measured term contract (MTC) for the design, supply, installation, maintenance and commissioning of security equipment and systems throughout the entire University campus. The form of contract will be the JCT Standard Form of Measured Term Contract 2016 Edition, incorporating adaption schedule for Northern Ireland and the PSA schedule of rates for electrical services, 7th Edition 2016. The scope of work associated with this contract relates to individual projects up to a value of 15 000 GBP. A site visit has been organised for 10.00 a.m. on 28.11.2019. This will provide an opportunity to inspect the Queen’s campus before tendering. Tenderers must confirm attendance and provide names of attendees (maximum of 3) by 12.00 noon on 26.11.2019 via the correspondence function on In-Tend. Queen’s University Belfast wishes to appoint an experienced contractor to implement a measured term contract (MTC) for the design, supply, installation, maintenance and commissioning of security equipment and systems throughout the entire University campus. The University has an extensive electronic security footprint, that consists of access control, CCTV, intruder detection and other critical alarms. These are centrally monitored from the dedicated security control room using a Physical Security Information Management System (PSIM). Two access control systems are used, Hirsch Indentiv is the primary system on the campus and the Simon Voss is used in student accommodation. Cathexis is the main CCTV system used, underpinned by the use of video analytics to identify suspicious activity and relay this to the security control room. Galaxy is the main intruder detection system used, the security control room has the ability to set and unset each individual system remotely. The wireless panic alarm functionality is also widely used across the estate. The contractor will be required to provide 24 hour, 365 days, on call cover to respond to emergencies within 4 hours of notification by a representative of the University and to effect immediate temporary repairs, and permanent repairs where practical, within a period of twenty 4 hours from the time of notification.
