Tender description
It is the intention of the Department for Work and Pensions (DWP) as the contracting authority to put in place a contract for the management and operation of the Quarry House sports and leisure centre in Leeds. The centre is based at Quarry House, Quarry Hill, Leeds, LS2 7UA. The successful supplier will be required to manage and operate the centre on the department’s behalf providing a fully functional sports and leisure centre for permitted users. This will also include the management of the café area. The main purpose of the facility is to promote and encourage active and healthy lifestyles for government employees and other permitted users and to actively encourage membership from other local organisations and participation from local schools, disadvantaged and community groups. The contract will be let as a concession contract. The estimated contract duration is for an initial period of 3 years with the option for DWP to exercise two 1-year extensions. The leisure centre is based on the outskirts of Leeds city centre at Quarry House, Quarry Hill, Leeds, LS2 7UA. It is envisaged that a single supplier will deliver the services required via a concession contract for an initial period of 3 years with a possibility to extend for a further 2 years (1 + 1). The leisure centre facilities are situated over 3 floors in the Quarry House leisure centre (ground floor, upper basement and lower basement) and comprise of: Ground floor: — reception area/office area, — bar/café area, — bar cellar, — sports hall, — 25 m swimming pool, — small/baby pool, — poolside first aid room, — wet and dry changing rooms and toilets, — small room currently used as a hairdresser’s room, — small room currently used as a beautician’s room. Basement: — changing rooms and toilets. Lower basement: — changing rooms and toilets, — squash court, — second squash court converted into fitness, Studio/Spin Studio — gym/Fitness room, — small room (office/staff room/fitness testing room). The overall area is approximately 2 028 m2. DWP is planning a market engagement day with interested suppliers capable of running a sports and leisure facility to discuss potential initial strategies, outline views and to provide information. DWP intends to hold a market engagement event on 11.12.2019 at Quarry House in Leeds. Please register your interest in attending this event via the project mailbox at quarryhouse.leisurecentre@dwp.gsi.gov.uk by 4.12.2019. Please provide your name, role, contact details and the name of the organisation that you represent within your message. Only registered individuals with ID will be admitted to the event. DWP would like to request that organisations limit the number of attendees to 2 per organisation. Should the event be oversubscribed, attendance may be reduced. Details of the procurement requirement will be provided in due course in any future notice or procurement documentation. Subject to finalising the scope of the procurement requirement, it is intended that a tendering exercise will be conducted in 2020. Please note that timescales for commencing the procurement are indicative and subject to change. DWP is not bound to enter into any procurement exercise as a consequence of this notice.
