Tender description

Warwickshire CC wish to commission a framework of providers to call off beds as and when required, including emergency accommodation but also with the ability to call off block beds at a preferential rate once consistency of demand is established. The aim of the framework is to provide sufficient supported accommodation for Warwickshire’s young people 16 and over who are leaving care, UASC or homeless and reduce the need for spot purchases of supported accommodation. The framework will fulfil WCC’s sufficiency duty and enable WCC to achieve and ensure: — the safety and well-being of Warwickshire young people in appropriate accommodation, — high quality accommodation in Warwickshire and other locations of choice for Warwickshire young people and UASC, — high standards and consistency of support for young people in accommodation, — value for money. After selection, there are dialogue stages, a tender stage, a negotiation/clarification stage and award. Proposed dialogue process: BQ Business questionnaire stage — 1 invitation to participate in dialogue (ITPD) — Dialogue Part 1, — 2 invitation to continue dialogue stage (ITCD) — Dialogue Part 2, — 3 invitation to submit tenders (IST), — 4 invitation to negotiation/clarification meeting — if required.
