Tender description

HealthTrust Europe is seeking to renew its existing framework agreement for National and International Permanent Recruitment. The scope of the framework agreement shall be recruitment solutions for national, international, bank, fixed-term and permanent healthcare workers. Healthcare workers includes doctors (inc.GPs), nurses, allied health professionals and health science services, as a minimum. Lot 1a: shall facilitate national recruitment of bank, fixed-term and permanent candidates for placement within the United Kingdom; Lot 1a will also include recruitment process optimisation and associated workforce consultancy services (please see Section II.2.4) for more information); Lot 1b shall facilitate international recruitment of permanent candidates for placement within the United Kingdom. This lot facilitates national permanent recruitment for doctors (inc.GPs), nurses, allied health professionals, health science services, social workers, healthcare assistants/care support workers/domiciliary care in addition to all other registered healthcare professional job roles required within the United Kingdom. This includes all specialisms, bands and grades of healthcare workers. The scope of Lot 1a also includes an option for support with all or part of a beneficiary's permanent recruitment workforce project. This is referred to as a Recruitment Process Optimisation (‘RPO’) option, with associated workforce consultancy services. RPO with associated workforce consultancy services may be used to outsource a beneficiary's internal recruitment function to an approved external provider for bank, fixed-term and permanent recruitment and can be utilised in conjunction with the delivery of a specific national recruitment project with a supplier through this framework. Terms and conditions/Activity Based Income (ABI). The terms and conditions of this framework agreement and any resulting call-off contract is appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. Submission of expressions of interest and procurement Information This exercise will be conducted on the HTE Bravo portal. You can access any attachments by clicking Buyer Attachments in the PQQ/ITT Details box. Follow the onscreen instructions to complete the PQQ/ITT. The scope of Lot 1b provides access to a range of suppliers with expertise in delivering international projects to maximise workforce planning through uptake of permanent employment by Healthcare Workers. This can be achieved by utilising effective resourcing campaigns within the United Kingdom, European Union (‘EU’), European Economic Area (‘EEA’) and outside the EEA in alignment to World Health Organisation (WHO) guidelines. This lot facilitates international permanent recruitment for doctors (inc.GPs), nurses, allied health professionals and health science services job roles required within the United Kingdom. This includes all specialisms, bands and grades of healthcare workers. Awarded suppliers must be able to support beneficiaries with their requirements to permanently recruit healthcare workers internationally. Terms and Conditions/Activity Based Income (ABI).
