Tender description
This is an overarching pseudo dynamic purchasing system (DPS) for the provision of accommodation and/or support the lots available are as follows: Lot 1: Accommodation; Lot 2: Support; Lot 3: Accommodation and Support; Lot 4: Innovation. Additional lots may be added during the contract duration. Tenderers can request to participate in one or more lots there is no limit on the number of lots in which a tenderer can request to participate. When additional lots are added providers, who are already appointed to the DPS are welcome to apply subject to any requirements of the lot(s). Appointed providers will not need to submit another full request to participate only the necessary information for that lot. Details of the services and pricing will be included within the specification and/or the call-off document. This lot is for the provision of accommodation only. This lot is a means for contracting authorities to ‘source’ the most appropriate accommodation for client(s) from a wide range of accommodation. The details of the types of accommodation required under this lot are not able to be provided this will not be provided at this stage, it will be provided at invitation to submit a tender stage. Providers/landlords are invited to join the DPS and those who are successfully appointed will be sent a invitation to submit a tender when a new requirement for accommodation arises. Providers/landlords will then submit details regarding the accommodation provision they have available. The list of accommodation will then be presented to the client(s) (where appropriate) and to the multi-disciplinary team who support them to decide on the preferred accommodation. (Please note: it may not be possible to involve client(s) in all cases including emergency placements.) The precise details of the support requirements under this lot are not able to be provided as this stage. This is an overarching pseudo DPS giving the facility to procure a wide range of support needs. Each invitation to tender or lot added under the pseudo DPS will include its own specification detailing the type of support required. Those providers applying to the support lot of the Pseudo DPS will be expected to meet the support requirements as outlined in the General service specification, as well as any specific requirements detailed within the invitation to tender under each lot. All support services under this Pseudo DPS must work within CQC, Ofsted regulations (where applicable) and in accordance with legislation and best practice as outlined within each of the lot specifications. At point of set up 5 lots will be available under the support lot as well as, the opportunity to add lots or invite participants to tender as and when required. The lots available are as follows (please note; the specifications for the following lots are attached separately); adults Lot 2.1: Adults non-complex support (18+); Lot 2.2: Adults complex support (18+). Children Lot 2.3: Children and young people including transitions non-complex support (under 18); Lot 2.4: Children and young people including transition complex support (under 18). Miscellaneous Lot 2.5: Miscellaneous lot for any other support services required (All age) – Individual details will be provided at call-off stage Further details of the requirements of the above services can be found within the individual specifications contained within each lot and separate mini competition call-off documents. The precise details of the accommodation and support requirements under this lot are not able to be provided at this stage as this is an overarching DPS giving the facility to procure a wide range of accommodation and support needs. However, as a way of illustration of the possible types of provision, please find below the following examples of accommodation and support which may be required including, but not limited to; (Providers should note; there is no guarantee that any of the following provision will be required, this is only an example of the types of provision which may be required under this lot. In addition, the following types of provision may also be sourced under the support lot where the accommodation has already been sourced): — extra care schemes, — sheltered accommodation, — supported accommodation, — supported lodgings, — short term assessment units, — intermediate care centres, — residential centres and care homes, — refuges, — short break provision, — respite, — support for crisis, — secure units. The precise details of innovation requirements under this lot are not able to be provided as this is an overarching pseudo DPS giving the facility to procure a wide range of accommodation and/or support needs. The contracting authority may invite participants from pseudo DPS to tender and publish opportunities for new and innovative solutions to provide accommodation and/or support provision. The aspects of the requirement will vary depending upon need. The invitation to tender will detail the type of accommodation required and/or support required (if appropriate) and any specific requirements to the individual(s) and preferred location (if appropriate) this may include, but not limited to: — new models of delivery, — opportunities for innovative solutions to provide accommodation and/or support provision. In addition, under this lot providers will also have opportunity to submit proposals to the contracting authority of new provision including accommodation and/or support this may include: — new models of delivery, — innovative solutions to provide accommodation and/or support provision.
