Tender description

This service, provided by a Specialist Librarian(s) will support Brighton and Hove City Council (BHCC) and East Sussex County Council (ESCC) Public Health Teams to facilitate high-quality evidence-based decision-making and analysis to inform the joint strategic needs and assets assessment, the Annual Report of the Directors of Public Health, the commissioning cycle and other associated public health intelligence requirements. Public Health Teams work with a range of partners across their respective councils, NHS and other partners across health, social care and children’s services as well as the wider determinants of health. The public health library service will be required to facilitate evidence based practice to improve outcomes across these areas. The service required includes the provision of: — evidence reviews (including rapid reviews to support the individual funding request panel where required), — initial critical appraisal of information on pre-agreed specific pieces of work, — professional expertise and guidance in selecting and recommending online bibliographic databases and healthcare websites, — literature searching service including complex searches using advanced search skills, — providing a comprehensive summary of literature search results where required to help the user to reference the most pertinent information, — training on searching the healthcare and other databases, — presentations and advance teaching e.g. critical appraisal of research, conference presentations, for groups or one to one sessions, — promote the service through short induction sessions, presentations to staff groups including Public Health Team meetings updates, one to one meetings and other means, — current awareness: email bulletins of new information, — electronic resources, available through NHS Athens, — ensure public health staff are aware of the document supply service and accessing documents through the inter-library loan service, — using specialist knowledge, judge which printed and electronic resources are required to support the work and continual professional development of public health staff and order these through the relevant library, — advise library managers on stock development and stock review within relevant subject areas, — toolkits, handbooks and guidance, — databases, — proactive identification of key members of the wider public health workforce to promote use of the service and foster an evidence seeking culture. Collate and report on activity, statistics and evaluate data, — timely and proactive communication with public health colleagues, — the postholder will link with the Brighton and Hove City Council Library services about the promotion of health and well-being. The post holder will be based primarily in the Public Health Specialist Team at Hove Town Hall (20 hours per week) and one day a week in the Public Health Team at ESCC (10 hours per week). In addition the post-holder will also work regularly at the BSUH Library and Knowledge Service to ensure integration in this service, a high standard of professional practice and access to library resources. This would ideally be a single post at a specialist librarian level with specialist experience, related knowledge and critical appraisal skills to reflect this elevated service. The public health library service will work closely with other library functions supporting the CCG and primary care. The service required includes the provision of: — evidence reviews (including summary evidence review papers for Independent Funding Review panel requests — no more than 4 a year or 3 sides in length), — initial critical appraisal of information on pre-agreed specific pieces of work, — professional expertise and guidance in selecting and recommending online bibliographic databases and healthcare websites, — literature searching service including complex searches using advanced search skills, — providing a comprehensive summary of literature search results where required to help the user to reference the most pertinent information, — training on searching the healthcare and other databases, — presentations and advance teaching e.g. critical appraisal of research, conference presentations, for groups or one to one sessions, — promote the service through short induction sessions, presentations to staff groups including Public Health Team meetings updates, one to one meetings and other means, — current awareness: email bulletins of new information, — electronic resources, available through NHS Athens, — ensure public health staff are aware of the document supply service and accessing documents through the inter-library loan service, — using specialist knowledge, judge which printed and electronic resources are required to support the work and continual professional development of public health staff and order these through the relevant library, — advise library managers on stock development and stock review within relevant subject areas, — toolkits, handbooks and guidance, — databases, — proactive identification of key members of the wider public health workforce to promote use of the service and foster an evidence seeking culture. They will regularly attend meetings in the following locations, — Hove Town Hall (BHCC Public Health Specialist Team), — Bartholomews House, Brighton (BHCCHealthy Lifestyle Teams), — King Alfred’s Leisure Centre (BHCC Healthy Lifestyles Team), — County Hall Lewes (ESCC PH Team). In addition, the post-holder will also work regularly at the BSUH Library and Knowledge Service to ensure integration in this service, a high standard of professional practice and access to library resources. This would ideally be a single post at a specialist librarian level with specialist experience, related knowledge and critical appraisal skills to reflect this elevated service. The public health library service will work closely with other library functions supporting the CCG and primary care.
