Tender description

Caerphilly County Borough Council (CCBC) social services and Caerphilly Families First are looking to commission a provider to undertake Domestic Abuse Services for children and their families living within the CCBC Council area affected by Domestic Abuse. This contract shall support victims/survivors of domestic abuse and the service provider will be expected to tailor and amend their service to meet the needs of the individuals being referred into the service. This is a joint service between Caerphilly Children’s Services and Families First. Individuals will be worked with in relation to their specific needs but also in relation to their relationship needs within the family unit. For example, children and parents may work together at times to understand and address the effects of domestic abuse on their relationship and help parents/carers to support their children in their recovery. The purpose of offering support to those who have suffered domestic abuse is to: — provide a safe space for individuals to explore feelings and find the best strategies to deal with their experiences and rebuild their lives, — increase the safety of parents and children through assessment, safety planning and access to specialist services, — reduce the risk of harm by empowering parents to make good decisions for the benefit of themselves and their children, based on improved knowledge and understanding, — break the cycle of abuse by increasing understanding of healthy relationships and behaviour in comparison to coercive and abusive behaviour. The procurement process for this arrangement shall follow a 2-stage, open procedure. Candidates will be required to pass the selection stage response before the award stage will be considered. Selection stage — Stage 1 — this stage shall consist of pass/fail and scored questions. Bidders must pass all pass/fail questions and achieve a score of 6 or above for any scored questions in the selection stage to proceed to the award stage of the evaluation process. Award stage — Stage 2 — all Organisations that successfully pass all elements of the selection stage will progress on to the award stage. This stage will be evaluated using the Most Economically Advantageous Tender (MEAT) criterion, structured as price 20 %/quality 80 %.
