Tender description
The current education contracts held by Health Education and Improvement Wales with education providers expire on 31.7.2021, the renewal of which provides a significant challenge as well as opportunities for HEIW. Such a procurement for education on this scale is unprecedented and will impact on all health professional education for the next 10 years. Health Education and Improvement Wales are seeking to review Health Professional Education and Training within Wales. The need to establish new contracts provides HEIW with an opportunity to consider the breadth and configuration of education provision required across Wales to deliver the health and care workforce of the future in response to A Healthier Wales including: — the development of new flexible career pathways, — provision of multi-professional learning, — increased use of simulation facilities, — delivery of education in partnership with Social Care Wales, — provision of education locally to enable staff to learn close to home, — providing more education in primary care, — the development of intensive learning academic hubs. The opportunity to renew these contracts has allowed HEIW to explore the following strategic objectives in order to add significant value to the new contracts: — the need for inter-professional education, simulation and placement preparation to be embedded within the curriculum, — distance learning to build digital skills in health care delivery and digital solutions to support students living in rural areas, — widening access which includes lowering tariffs for a more inclusive entry, — potential of an education consortium, — flexibility to develop post registration education including development of an MSc and extended skills education, — development of increasing numbers of placements within primary care, public health and social care settings, leading to a set percentage of student placements within these areas, — centralised placement support and quality management led by HEIW, — admissions requirements and quality monitoring measures, — best practice from other countries.
