Tender description

Portsmouth City Council (‘the council’) is inviting requests to participate from suitably qualified suppliers to be admitted to a dynamic purchasing system (DPS) to provide debt recovery enforcement services. The DPS will be split into 2 categories (‘lots’) and candidates may apply for either or both lots: — Lot 1: Road Traffic Debts (parking/bus lane), — Lot 2: Council tax and National Non-Domestic Rates. The target date for establishment of the DPS is 3.2.2020. Once in place the DPS will be open for a period of 10 years, extendable on a rolling basis. The estimated maximum annual value of contracts awarded via this DPS is between 1 500 000 GBP and 1 750 000 GBP. Application is via submission of a supplier selection questionnaire (SSQ) which must be returned by 6.1.2020. The DPS may also be accessed by further local authorities named within Section II.2). Portsmouth City Council (‘the council’) is inviting requests to participate from suitably qualified suppliers to be admitted to a dynamic purchasing system (DPS) to provide debt recovery enforcement services. The purpose of the DPS is for the awarding of contracts to maximise the collection of debts through the effective use of all available recovery options, to reduce the costs of collection and to ensure a high quality enforcement service is provided. This Lot (Lot 1) covers the recovery of road traffic debts arising from the council's powers to operate civil parking enforcement for vehicles contravening parking and bus lane restrictions. In addition to the council this DPS lot may also be accessed via the following local authorities who have all expressed interest in utilising this sourcing option once it is established: — East Hampshire District Council, — Eastleigh Borough Council, — Hart District Council, — Havant Borough Council, — New Forest District Council, — Portsmouth City Council, — Rushmoor Borough Council, — Winchester City Council. In the event that further local authorities wish to access this DPS lot the OJEU contract notice will be updated accordingly and a further call for competition will be issued. All contracts awarded via this DPS lot will be via invitation of mini-competition tenders from all suppliers appointed to this DPS lot at the point at which bids are invited. Once established this DPS lot will be open for 10 years extendable on a rolling basis at the discretion of the Council subject to updating the contract notice and issuing of a further call for competition. Call-off contracts may be awarded for an initial term of up to 4 years with the provision to extend in increments to be agreed up to a maximum of 7 years and the Council intends to award a contract on this basis. The value of individual contracts awarded from this DPS lot may potentially range from 50 000 GBP to 1 500 000 GBP depending on the requirements of the particular council accessing the lot and their preference in respect of term duration and extension options. The council intends to invite bids via mini-competition from this lot as soon as the DPS lot is established on 3.2.2020. Whilst the DPS lot will be open continuously suppliers who wish to tender for the council's requirements must ensure that they have submitted a compliant selection questionnaire by the initial closing date of 6.1.2020.
