Tender description

The Luton Council and London Luton Airport Authority are seeking an experienced and qualified specialist sponsorship agency who will work with London Luton Airport Ltd to maximise revenue and social impact gained directly through an innovative programme of commercial sponsorship opportunities, arising from the introduction of a bespoke new mass passenger transit system (Luton DART) linking London Luton Airport (the UKs largest growing airport) with Luton Parkway Station, part of the national rail network. The successful agency will be appointed to undertake two phases of work: Phase 1: Identification of assets, development of the sponsorship strategy, the initial development of packages and rights structures and an initial valuation. Phase 2: Identification of sponsorship partner(s), approaching the market, securing sponsorship and providing contract and legal support to award contracts to the successful sponsors. This procurement will be an open procedure with evaluation of tenders carried out in 2 sections. The first will be compliance check which is a pass/fail (yes/no) and the second section will be based on both quality and price. The quality criteria is 70 % and the price split is 30 % Award will be based on the most economically advantageous tender submitted for both price and quality.
