Tender description

Orkney Islands Council has a requirement for land-use planning and Environmental Impact Assessment (EIA) support for the development of a number of onshore wind farm schemes on the Orkney Islands. This first stage procurement process seeks to pre-qualify a short list of suitable consultancies with the experience and capabilities to undertake an EIA, manage scheme design, undertake wind resource assessment and coordinate and submit an application for planning approval for 1 or more sites under the Town and Country Planning (Scotland) Act 1997 (the TCPA). Orkney Islands Council is currently developing a number of wind generation projects with the aim of helping to trigger a new transmission network connection for Orkney to realise wider economic development benefits for Orkney whilst also generating income to help fill in the shortfall of government funding so that services can be maintained for the Orkney community. The Council has progressed feasibility and some initial baseline survey and design works. A request for scoping opinion is due to be submitted to the local planning authority shortly. The scope of services to be provided by the successful consultant/consortium will include, but not necessarily be limited to the following: — project management, — scoping, — baseline assessment and design, — Impact Assessment and Environmental Impact Assessment Report (EIAR) production, — planning support, — wind resource data collection and analysis. A planning scoping opinion has been received from the Energy Consents Unit, initial community engagement has been undertaken and bird surveys have commenced on site. Since the original Scoping process, the proposed development has reduced in scale so that it will now be considered under the TCPA.
