Tender description

Translink has recently reviewed its procurement strategy for condition based monitoring (CBM) for rail services across Northern Ireland. The Translink urban fleets (Class 3 000 k and Class 4000 k) have their own ‘base station PC’s’ which allows access via mobile communications to the train management system on each train set to obtain data from a limited number of systems on the train set (i.e. engines). Currently, it is a labour intensive and slow method to obtain this data and analyse it for operational and maintenance requirements. Translink require the installation of a condition based monitoring (CBM) system that will provide a replacement communications network across the urban fleets. It is to also bring additional benefits to the operational and maintenance monitoring of these vehicles. The solution is required to provide on vehicle analysis to automatically report potential service impacting defects allowing fleet engineering to respond. The ability to monitor OTMR (On Train Monitor and Record) devices would also be beneficial. It is intended that a CBM contract be established with the aim of achieving the following: — replace obsolete base station PC’s for communication, — purchase new system and fit to trains, — setup and deploy analytics fit for purpose, — approx contract value — 2 000 000 GBP.
