Tender description

Pre-market engagement for the supply of electricity and natural gas. Supply of Electricity and Natural Gas. It is intended to set up a dynamic purchasing system from which contracts will be awarded for the supply of electricity and natural gas on behalf of Health and Social Care (HSC) Northern Ireland. This includes all 6 Health and Social Care Trusts, Health and Social Care Board, Northern Ireland Fire and Rescue Service and Business Services Organisation. Electricity: it will include the supply of approximately 190 GWh of electricity to approximately 679 sites and 694 meter points using an aggregated, flexible and risk managed approach. The requirement will be for predominantly half-hourly and non half-hourly sites but will also include a small number of unmetered sites. The estimated cost of the electricity requirement is 20 000 000 GBP per annum which is based on current volumes which may increase or decrease for example as a result of any energy demand reduction/efficiency initiatives. Natural Gas: it will include the supply of approximately 461 GWh of natural gas to approximately 208 sites and 163 meter points using an aggregated, flexible and risk managed approach. The requirement will be for both daily and non-daily metered supply. The estimated cost of the natural gas requirement is 15 000 000 GBP per annum which is based on current volumes which may increase or decrease for example as a result of any energy demand reduction/efficience initiatives. The exact details of the contractual arrangement and whether this requirement is to be split into smaller lots has yet to be decided. For guidance purposes only, it is envisaged that the scope will include the following: 1) A range of procurement options which allow for the greatest degree of control and transparency of pricing; 2) Direct access to trading service; 3) Price to market options; 4) Flexible and electronic billing systems; 5) Customer administration and query management, including site registrations, objection handling and on-going maintenance of customer contracts; 6) Bespoke report generation; 7) Customer access terminals; 8) Metering; 9) Demand side management and innovations delivering energy savings; 10) Automatic meter reading; 11) Energy/carbon reduction/management advice and guidance and implemention of recommendations; 12) Sustainability.
