Summary of the work DE&S requires a Network Engineer to support the Black Core Network project, providing Cisco CLI commands and SSH commands for Network devices and management devices required to produce a GUI (Graphical User Interface) based network device controller. Produce a Service Delivery Pack to support acceptance activities. Specialist role Designer Expected Contract Length 1 year with option to extend for 1 year Latest start date Monday 6 January 2020 Maximum Day Rate £475-500 per day exclusive of Agency fee Who Speclialist Work With Reporting to DE&S who are managing the project delivery of a number of networks and Information Systems. The incumbent will collaborate with Application Developers, providing Cisco CLI commands and SSH commands for Network devices and management devices to produce a GUI (Graphical User Interface) based network device controller. The incumbent will be responsible for development of an industry standard Service Delivery Pack, this is to include but not limited to: • HLD (High Level Design) • LLD (Low Level Design) • STA (Support Task Analysis) • SIS (Security Impact Statement) • KA (Knowledge Articles) • WI (Work Instructions) What Specialists Work On Lead on the development and maintenance of the Black Core Network as directed by the System Operating Authority. 1. Install hardware and software in accordance with the HLD & LLD. 2. Maintain hardware and software in accordance with support documentation, modifying existing router configurations including IP, DHCP, OSPF, EIGRP, BGP, DMVPN etc. 3. Update or replace existing documents as directed by SPISN. 4. Develop test procedures to prove correct configuration of solution in accordance with the documentation. 5. Establish the ‘As-is’ physical and logical state of the network. 6. Produce ‘To be’ rationalisation recommendations for authorisation by the Network Architect. Skills & Experience • DV cleared on day 1 of appointment • Cisco Certified Network Professional (CCNP) (Routing and Switching) • 3-5 years experience supporting complex Campus LAN & WAN networks based on IP cryptography. • Configuration and administration within a production environment of: A multi-area OSPF process, DMVPM, eBGP • Must complete the Supplier Assurance Questionnaire at: http://supplier-cyber-protection.service.gov.uk/ using assesment reference: RAR-REWB645J Risk profile: Low Nice to Haves • CCIE (Routing and Switching) • CCNA (Collaboration) • CCNA (Security) • Cisco Certified Design Associate (CCDA) • Python Certified Entry-Level Programmer (PCEP) • Programming for Network Engineers (PRNE) (proof of course completion) • L3 TRL cryptographic equipment (Catapan) (proof of course completion) Work Location Hereford Working Arrangments 5 days a week (excluding Bank Holidays) assumed 230 working days per year Mon to Fri 08:30 to 17:00 There may be a need for Outside Working Hours in order to deploy changes onto the Live system. Security Clearance MOD DV clearance required on day 1 of the appointment due to the sensitivity of the role. With regards to the day rate for this opportunity it states ''£475-500 per day exclusive of Agency fee''. Please could you confirm that this is definitively exclusive and not inclusive of agency fees. The day rate advertised is exclusive of agency fees. 4. Is there an incumbent already in place for this role?And if so will the incumbent be applying for the role? There is no incumbent in place for this role. 5. What is the Procurement schedule for this? The closing date for applications is Wednesday 27th November 2019 and the expected date for interviews to be held is Monday 9th December 2019. The expected Contract Award date is 12th-13th December 2019 which an actual confirmed start date of Monday 6th January 2020. 6. Are you able to confirm whether home working or working from alternative sites for 2 days per week is possible? Home working or working from alternative sites, other than as required for the role, is not possible. 7. We note that the day rate is exclusive of "agency fee", when tendering with our specialist for this should we specify the overall charge per day (including agency margin) or the day rate of our specialist without our additional charge? When tendering, the overall charge per day including the Agency margin should be specified. 8. Is CCNP qualification essential or can the candidate show appropriate equivalent experience, i.e. 10 – 15 years on the job experience? CCNP qualification is preferred but a candidate with the appropriate level of experience/background may be considered for this role. 9. One Consultant who has expressed an interest in the role has a current DV Clearance. However this will expire in May 2020. Will the MOD sponsor this after May 2020 or will the consultant need to have a DV that covers the duration of the contract? DV Clearance must be in place prior to and for the duration of the contract. 10. Should the Supplier Assurance Questionnaire be completed by us as a business or should this be completed by our specialist as an individual? The Supplier Assurance Questionnaire can be completed at company level. The requirements should, however, be communicated to the Specialist. 11. Please can you confirm the maximum day rate "inclusive" of the Agency Fee. We possess a fixed budget in relation to the maximum day rate and agency fee but policy and guidance dictates that the agency fee should not be disclosed as this may distort competition. 12. Can you please state the daily budget (ex VAT), thanks. The daily budget (ex VAT) is advertised as £475-500 per day exclusive of Agency fee. Please refer to Question 11 for details regarding the Agency fee. 13.
