Tender description

Supply of fixed and mobile telephony services. The University currently has single service provider delivering both mobile and landline communications and is looking to continue the provision of these services under a single service contract. Type of Contract The University is looking for a single contract covering all elements of telephone communications. By embarking on this procurement process the University wishes to identify suitable suppliers of both landline telephony and mobile communications, which is the best fit solution in terms of functional requirements and business system integration. Ideally the University would want to identify a landline and mobile telephony system that not only meets all or the key, aspects of required functionality and service but also is part of an integrated business system solution capable of meeting the broader financial, procurement and functionality. Scope of the Contract Within the contract the University will be looking for the following features: Overall contract — flat monthly cost to the University with inclusive services (see below), — accurate management and billing information, — pro-active management, — improved procurement process(e-procurement)/workflow (online), — workflow, triggered actions and automated alerts, — organisation wide self-service (with defined levels of access), — scalable contract. PSTN Lines and voice calls. — all calls between University landline and mobiles to be fully inclusive, — unlimited inclusive call costs for local, national and mobile calls, — PSTN ISDN/30 trunk line capability to be retained at the start of the agreement with a review to follow, — PSTN analogue lines and broadband service capability to be retained at the start of the agreement with a review to follow, — SIP service capability to be retained at the same or greater level, which the option to grow the concurrent calls beyond 500, — transfer of current DDI range of numbers, — allow DDI to be sent externally or overridden by the University, — full CLI presentations inbound on all services. Mobile communications hardware — supply of mobile handsets, with the models and categories to be agreed, — supply of mobile broadband dongles and SIMs, — replacement/upgrade of handsets (older than 6 months) at beginning of contract to be included, — damage replacement/warranty on all handsets during contract with optional insurance protection, — ability to tailor/restrict list of devices available to the University, — recycling/disposal of old handsets included, — support new technology when available with regular technology updates and training, — on-site campus support for contract launch, Mobile voice and data services — unlimited inclusive costs covering UK minutes, text and data, — all calls between University mobile and landlines to be fully inclusive, — international minutes, text and data to be inclusive or bundles pre-defined and easy to allocate, — provide solutions for coping with poor coverage whilst inside the University campus or at staff residences. Desirable services — salary sacrifice schemes and/or staff and student purchase schemes (personal mobile phones and/or broadband services to be bought via scheme), — international DID numbers for local presence in other countries, — broadband services (for external locations).
