Tender description

The Sustainable Energy Authority of Ireland (SEAI) has a mission to play a leading role in transforming Ireland into a society based on sustainable energy structures, technologies and practices. The objective of this RFT is to appoint suitably qualified organisations for the provision of technical advice to sustainable energy communities under 4 lots as follows: technical advisors (Lots 1, 2, 3 and 4): to engage directly with the exemplar SECs, providing technical support to progress sustainable energy projects and to develop specific core competencies as outlined below. Lot 1: Strong Partnerships/Energy Champions and Integrated Planning Lot 2: Strategic Financing Lot 3: Energy Efficiency and Renewable Energy Lot 4: Smart Energy and Sustainable Transport Successful tenderers will form part of a multi-parties framework. For more information please refer to the notice published on www.etenders.gov.ie Strong partnerships/energy champions Support the SEC to: — create a year 1 workplan outlining goals, priorities and key actions, — develop a 3-year project roadmap, — initiate contact with local, regional, or national authorities and institutions, — coordinate and strategically fit SEC actions and plans with spatial planning and policy, — engage in ongoing stakeholder mapping — to identify potential partners, supporters and challengers, — develop a strategy to connect and align with key stakeholders, — develop a plan to integrate projects across different areas (e.g. energy efficiency and transport), — actively integrate projects across different areas, — develop an integrated system of data collection across all elements of the initiative, — establish a methodology to ensure an annual review of progress towards goals. Integrated planning Support the SEC to: — establish a steering group with representation from at least 3 sectors; i.e. private, business, education, local authority, — initiate contact with local authorities and other community groups, — explore opportunity to work in partnerships with other community groups, — reach out to key regional and national groups, stakeholders and authorities, — explore opportunity to work in partnerships with key regional and national groups, stakeholders and authorities, — carry out a stakeholder engagement process to consult the general public on the project (e.g. town hall meeting), — encourage all members of the community to play an active role in the design and implementation of the initiative, — actively participate in SEC network events, — seek to provided or received peer-to-peer support (e.g. sharing ideas, resources, advice or support) to others in the network appointment: Lot 1 – 3 organisations. Lot 2: strategic financing Support the SEC to: — identify and appoint a dedicated financial accountant, — identify and appoint financial controller, — consider engaging in strategic financial partnerships (e.g. brokering with suppliers), — scoping potential grant sources, — research other funding models (e.g. community loans, social financing, energy performance contracting), — utilise one or more of these strategies, — develop a long-term financial plan, — increase the number and types of funding streams adopted by the SEC, — establish ways to measure SEC economic impact (e.g. jobs created, money saved on bills), — establish measurement process to assess SEC impact on an ongoing basis. Appointment: Lot 2 – 2 organisations Lot 3: energy efficiency and renewable energy Energy efficiency Support the SEC to: — review overall energy use and spend across community, — identify potential opportunities for improving energy efficiency, — Identify year 1/2/3 projects, — set targets to measure progress, — start one or more energy efficiency projects, — develop an awareness/behavioural change campaign, — gather, analyse and report data, — reach SEC annual energy efficiency targets, — assess if the energy efficiency initiative can be expanded to impact on a wider scale, — share learnings from energy efficiency projects. Renewable energy Support the SEC to: — review current renewable energy generation projects in SEC, — identify potential renewable energy opportunities (e.g. using LARES), — identify year 1/2/3 renewable energy projects, — set targets to measure progress, — start renewable energy projects i.e. project planning/development, — complete renewable energy projects, — gather, analyse and report data from SEC renewable energy projects, — reach SEC energy generation targets, — assess if the renewable energy initiative can create impact at a wider scale, or become an exemplar, — share learnings from SEC renewable energy projects. Appointment: Lot 3 – 3 organisations. Lot 4: smart energy and sustainable transport Smart energy Support the SEC to: — review current methods of monitoring energy consumption in SEC, — identify potential smart energy opportunities, — identify year 1/2/3 smart energy projects, — set targets to measure progress, — implement smart energy projects, — link smart energy project to an awareness/behavioural change campaign, — gather, analyse and report data from SEC, — reach SEC targets, — assess if the smart energy initiative can be advanced to a larger scale, or become an exemplar, — share learnings from your smart energy project. Sustainable transport Support the SEC to: — review current transport energy use and spend, — identify potential opportunities for sustainable transport options, — identify year 1/2/3 sustainable transport projects, — set targets to measure progress, — start a sustainable transport project, — begin a driver awareness/behavioural change campaign, — gather, analyse and report data, — reach SEC annual sustainable transport targets, — review if the sustainable transport initiative can be advanced to a larger scale, or become an exemplar, — share learnings from SEC sustainable transport projects.
