Tender description

Wearable integrated rehabilitation application for musculoskeletal injury (MSkI) patients. The authority is seeking to procure a digital application to help deliver musculoskeletal injury rehabilitation. It is envisaged that this will comprise: (a) a mobile application prescribed to patients that enables them to guide their rehabilitation and log their progress; and (b) a web portal that enables clinicians to track patient progress. There will be requirement to work collaboratively with a specialist Behavioural Sciences Team throughout the contract duration, to help to optimise the supplier’s product from a behavioural science perspective, and to run a large-scale Randomised Controlled Trial (RCT) of the supplier’s product to assess its effect. The authority is seeking a solution that can satisfy the following user stories. Patient: a patient is prescribed their rehabilitation through an application that can be downloaded onto their personal device. They receive relevant information, are asked relevant questions to quantify the extent of their injury (e.g. pain and/or functional limitations) and can receive their exercise prescription through the application. They can log their exercise compliance and symptom scores and track their progress over time. They can also choose to share their wearable- and/or phone-collected activity data with the application. They feel empowered by the application to take charge of their own rehabilitation and are able to personalise their own rehabilitation journey by setting goals. Physiotherapist: a physiotherapist is able to prescribe a mobile application to their patient, which empowers the patient to take more ownership of their health (and therefore increases exercise programme adherence) and collects data that enables them to make better clinical decisions. This data should be easily accessible as part of their normal clinical workflow (i.e. it should be available through an internet accessible web portal) and should be easily exportable as a summary that can be attached to the patients notes (i.e. a pdf, or simply text that can be copy-pasted), or in the future, be shared directly through an API to the Electronic Patient Record (this will not be required as part of this contract). The solution will have a number of features, including but not limited to: — an exercise library – it is anticipated that this could include up to 1 000 exercises, — Ability to prescribe these exercises on the patient’s phone, for a variety of sets, repetitions and tempo, with the ability to insert rest days or ability for periodisation, — ability to log symptom/pain scores, — ability to take symptom questionnaires at specified time points, — ability to set goals, — ability to set reminders (i.e. push notifications). Some other considerations for the solution include: — the supplier should be highly collaborative in their approach, and willing to spend significant time and effort engaging with users (patients and clinicians), the project manager, and the behavioural science experts (a separate contract), during the development phase, — the supplier should be flexible in their approach to developing the solution – namely responding to suggestions from the stakeholders and developing the product iteratively in the first phase, — the solution shall comply with MoD IT security and information assurance standards, — the solution shall have a clear quality assurance process, — the solution shall have clear accompanying training materials that can be delivered remotely, at scale, — data collection being systematic, and organised in such a way that is easily amenable to in-depth analysis and data science exploitation in the future, — appropriate support for approximately 500 clinician users spread across 150 sites across the UK.
