The Council operates a kerbside sorted collection of recyclables, meaning the quality of the material is high. The Council partially funds its waste collection services by selling the materials it collects into the recycling industry. The Council wishes to maintain the level of income generated by these materials by regularly offering the materials for sale via a competitive process and wishes to establish a system of approved purchasers to regularly bid for consignments of materials.
