Summary of the work Programme Management across a full spectrum of digital programmes and projects delivering digital outcomes that enable current and future information based capabilities supporting Navy Command information. MoD and HMG defence and national security outputs. Who Speclialist Work With Navy Command HQ Information Warfare Team What Specialists Work On Provide digital programme management for programmes and projects assigned by the Authority to deliver information effects in the maritime environment specifically Maritime Domain Awareness, and including business and operational network architecture, bearer systems, IT systems and applications including those for Command and Control (C2). All aspects of ICT and associated engineering governance, information assurance, engineering standards and ICT security as applied to Naval and maritime data and information systems. Skills & Experience • Experience delivering C4ISR/ICT digital programmes and projects in a complex maritime environment. • Experience providing Enterprise Architect outcomes designing solutions to meet user requirements using current and next generation digital technologies and resources. • Contribute to and deliver High Level Design (HLD) solutions for digital outcomes ensuring that all relevant lines of development are considered. • Experienced in application of MoD standards for ICT, information security, digital design, delivery, compliance, safety, maritime integration and operations. • Demonstrate knowledge, skills and experience in managing digital ICT services and their interdependent activities to enable naval and maritime outputs. • Ability to understand complex user and operational issues and provide options for resolution across a multi-stakeholder digital based environment spanning MOD, PAGs, and international partners. • Evidence of delivery of complex digital programmes and projects to the vision and to time, cost and quality. • Registered as a Chartered Engineer. • Qualified and experienced as a Programme and Project Manager. • Demonstrate an understanding of wider Government Departments/structures and awareness of maritime policy and departmental objectives. • Demonstrate the ability to deconflict capability outputs, delivery and resources with a full understanding of the potential political and operational impact. • Experience of programme management of complex software change activities at the organisational level • Experience managing the delivery of Data science, engineering and analytics functions in a business environment. Nice to Haves • Experience with national MDA digital technologies and programmes and the ability to rapidly deliver digital MDA solutions/capabilities to meet emerging needs. • Understanding digital requirements for the wider maritime industry and their associated organisations/structures. • Experience developing and defining digital and cloud-based requirements to enable naval and maritime outcomes. • Experience in the preparation and operation of commercial frameworks for the provision of cloud services, digital outcomes, specialists and technical products and services. • Experience managing teams delivering digital maritime engineering outcomes as head of department with charge responsibility in a complex sea-going or similar role. • Experience of maritime digital and ICT installation, commissioning, assurance and acceptance and the related engineering and information compliance activities. • Experience of producing reports, project reviews, and other written submissions iaw a recognised industry/HMG standards. • Provide cyber and security assurance coordination activities and support the relationship with the Principle Security Advisor. Work Location Whale Island, Portsmouth with a relatively small amount of travel within the UK and occasional overseas supporting digital delivery in the deployed space. Working Arrangments The Programme Manager will be working in a team with stakeholders from within Navy Command, MoD, and other government departments to deliver capability outcomes in support of MoD and HMG national security objectives. Security Clearance DV is essential. Navy/MoD cannot sponsor security clearance Additional T&Cs In addition to the day rate, an additional £5k is available for T&S in line with current MoD rates. Foreign travel is included in this but prior authorisation is requires from the Authority in advance of booking (committing) A Cyber Risk Assessment has been raised for this requirement under Assessment number RAR-XZB9AUA8. The Cyber Risk Level has been classed as very low. You must submit a Supplier Assurance Questionnaire against this, at https://supplier-cyber-protection.service.gov.uk/ A security aspects letter applies for information classified up to secret. The IR35 legislation does not apply to this engagement. Is there an incumbant person/supplier for this role? As identified in the advert, there is an incumbent delivering this Programme of Work. 2. Can the authority please confirm whether there will be a further assessment method following the first stage response and if so please clarify what that will be? All suppliers will have to provide a work history. 3. Is the rate excluding VAT Yes the rate is excluding VAT 4. Question :-What's the need for the Programme Manager being a chartered engineer?As an IT specialist is likely their background will come from computer science – as such a competent Digital IT Programme Manager will be able to engage with Engineer/s to deliver suitable outcome.Is the need to be a chartered engineer essential? Answer :-The specialist will be operating in a complex maritime engineering environment, able to develop solutions to technical problems using new or existing technologies , able to be innovative, creative and accountable for complex digital system outcomes with a full understanding of risks.There are a range of Charted Institutes and Awarding bodies that awarded Chartered Engineering Status. We have only stated Chartered Engineering, therefore this is open to any candidate who hold such status, regardless of the awarding body or institute. The candidate must be able to demonstrate this Chartered Status alongside the other essential skills and experience. 5. For clarification please can you confirm once preferred suppliers have been down selected and notified they will be expected to provide one CV (Work History) for their best candidate for this work? Can you also confirm the timelines for providing the Work History document? On the first point, that is correct, if a supplier is notified that they have been down selected it will be necessary for them to provide one Work History for their proposed specialist in the form of a resume or CV.Once a supplier has been notified that they have been down selected, a Work History must be submitted for consideration within 2 working days. 6. Would a later start date be considered? We regret a later start date is not possible. The specialist must be able to start on 1st November 19 7. Is this a strap environment? Small elements of the deliverables that this specialist may be required to deliver may be classed as STRAP and require them to be ‘read-on’. However in the main it is not STRAP. 8.
