Tender description

Portsmouth City Council - the 'Council' - is inviting expressions of interest from experienced contractors to deliver the design and construction of a new cruise terminal at Portsmouth International Port (the 'Port') located within Portsmouth Harbour and inclusion on a wider multi-contractor framework agreement made up of 3-4 contractors, which will be utilised to deliver further development works at the Port. The Port is wholly owned by the Council. In respect of the cruise terminal project which will be used to establish the framework, a specialist design & build contractor is required to work on a single stage lump sum JCT design and build contract, to develop the concept design through to construction of the new terminal building annex to cater for the needs of the Port expansion into the cruise market. However, the Council reserves the right to switch to a 2 stage open book contracting strategy at any point up to commitment to proceed to the construction phase. Award of the contract is scheduled for 7th April 2020 and is currently estimated at between ?6M to ?8M inclusive of contractor design costs. Works may commence from May 2020 and section 1 of the works must be completed by 2nd April 2021 with final completion by July 2021. The Council is running the procurement process in line with the 'Restricted Procedure' as set out within the 'Public Contracts Regulations (2015)' whereby a shortlist of 3-4 contractors devised via assessment of applications in response to this advert will be invited to submit tenders. Set out below is the procurement programme - OJEU Notice published - Friday 11th October 2019 SSQ published on Intend - Monday 14th October 2019 Deadline for requests for clarification - Friday 15th November 2019 at 23:59 SSQ submission deadline - Friday 22nd November 2019 at 14:00 ITT published on Intend - Tuesday 14th January 2020 Site Visits - Week commencing 20th January 2020 Deadline for requests for clarification - Monday 17th February 2020 at 23:59 Tender return deadline - Monday 24th February 2020 at 14:00 Tender interviews (if required) - Week commencing 9th March 2020 Notification of preferred bidder - Wednesday 25th March 2020 Standstill start - Thursday 26th March 2020 Standstill finish - Monday 6th April 2020 at 23:59 Contract award - Tuesday 7th April 2020 On site commencement - Monday 18th May 2020 Stage 1 sectional completion - Friday 2nd April 2021 Overall completion - Friday 2nd July 2021 The Port will remain in use during the period of the works and it is therefore a requirement that contractors are able to demonstrate experience of working within a live commercial site on projects of similar value.
