Tender description

Wiltshire Council is looking to commission discharge to assess beds to support Salisbury Hospital, Royal United Hospital and Great Western Hospital over the winter months.The purpose of discharge to assess beds is to provide an alternative to a person making long term decisions in a hospital environment, but instead providing a care home setting where social care assessments and onward discharge planning can be carried out. D2A is a particular model, which includes an early discharge expectation, Reablement goals, a link social worker and occupational therapy, alongside a limited period of admission up to 6 weeks maximum. The Council is conducting the procurement using the open procedure in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the purpose of procuring the services described in the Specification and as stated within the OJEU notice, Reference 2018/S 008-013831 published 12.1.2018. This procurement is being undertaken in accordance with the light-touch regime (LTR) rules (PCR 2015 74-77). The Council therefore confirms that the LTR OJEU threshold and timescales apply, as does certain flexibilities with regards to the tender selection and award that are specified within this document.
