High Speed Two (HS2) Ltd ('HS2 Ltd') is responsible for developing and promoting the new high speed railway. HS2 will initially run between London and Birmingham (Phase 1) but will subsequently be extended to link Birmingham to Manchester and Leeds (Phase 2). This Periodic Indicative Notice (‘PIN’) relates to the forthcoming procurement for the design, manufacture, supply, installation and maintenance of key station building systems, including fire detection and alarm systems, building management systems, public address/voice alarm systems and lighting. This PIN is to alert suppliers that HS2 Ltd wishes to commence pre-procurement market engagement, including seeking responses to the supplier questionnaire referred to in this PIN below. HS2 Ltd intends to establish a series of framework agreements for the design, manufacture, supply, installation and maintenance of station common components primarily for the new Phase 1 HS2 stations to be constructed at Euston and Old Oak Common and in the Midlands at Birmingham Curzon Street and Interchange. As part of this common components strategy, HS2 Ltd intends to procure building systems, including fire detection and alarm systems, building management systems, public address/voice alarm systems and lighting for the Phase 1 stations. The building systems may be procured using one or more framework agreements or one framework agreement with one or more lots. The framework agreement(s) will be established for use by HS2 Ltd and may also be used for the design, manufacture, supply, installation and maintenance of these building systems by Network Rail, London Underground and for other HS2 buildings (e.g. depots) along the Phase 1 route. The purpose of this PIN is to alert suppliers that HS2 Ltd wishes to commence pre-procurement market engagement, including seeking responses to the supplier questionnaire available at: https://www.smartsurvey.co.uk/s/HS2BuildingSystems/ HS2 Ltd may undertake further and other pre-procurement market consultation exercises but initially this questionnaire is to gauge the level of appetite within the market for the aforementioned building systems requirements. The responses to the questionnaire will also inform HS2 Ltd’s procurement strategy, including in relation to packaging and lots. Description of the key requirements: HS2 Ltd has identified a number of systems, which are common to all stations and for which a common specification and supply of key system components is anticipated to offer operational and maintenance benefits. The four systems prioritised at this stage include: — the fire detection and alarm system, which in line with the individual fire strategies provides detection of smoke and fire and emergency call points for staff and passengers and interfaces with the public address/voice alarm system to provide required alerts and announcements, — the public address/voice alarm system, which provides emergency and non-emergency messages to the staff and customers within the station, — the Building Management System (BMS), which controls all the functioning of mechanical, electrical and public health building services and monitors performance and raises fault alarms, and — lighting, which consists of 2 different elements — lighting control system, which manages the lighting of each station and Back of House Lighting (i.e. luminaires for both surface and sub-surface stations).
